Dexis Professional Services is seeking an experienced Contract Manager to lead our support to the U.S. Marine Corps Forces Europe and Africa (MARFOREUR/AF) Technical and Analytical Support Services program providing Operational, Exercise, and Analytical Support. The Contract Manager will lead a dynamic team, oversee delivery of services, and ensure client satisfaction. The Contract Manager will drive strategic execution across the program ensuring the successful delivery of analytical, technical, and programmatic support for a wide range of operations, training events, exercises, and senior-level seminars. The Contract Manager will be responsible for overseeing all aspects of contract performance, including coordination with government stakeholders, management of contractor personnel, compliance with contract requirements, and delivery of high-quality support across a broad scope of services—from scenario development and C4I simulation to logistics and data analysis. The ideal candidate will bring a strong background in program management, a solid understanding of joint military operations and exercise planning, and the ability to lead multidisciplinary teams in a dynamic, mission-focused environment. This position is contingent upon award.
Responsibilities- Serve as the senior point of contact for all program performance, providing leadership, accountability, and strategic oversight across all task areas defined in the contract.
- Lead a 50+ FTE workforce, ensuring effective tasking, resourcing, and management of daily operations across multiple functional and geographic areas.
- Provide technical oversight and management of the full spectrum of services outlined in the contract, including Operational Support and General Support, encompassing task areas such as Orders Development, Exercise Planning, Logistics Coordination, Travel Administration, and Resource Evaluation.
- Oversee program delivery to ensure quality, compliance, and timely completion of all deliverables, reports, and milestones in accordance with contract.
- Liaise regularly with the Dexis home office and internal support units, such as HR, Contracts, Finance, and Security, to align staffing, budgeting, and compliance efforts in support of program success.
- Cultivate and manage a collaborative relationship with the Government client, including G1, G3, G4, G5, and G8 stakeholders, to anticipate evolving program requirements and proactively adjust program support.
- Ensure strict adherence to the contract and Government guidance, including operational, administrative, and security protocols, and provide subject matter input to evolving requirements, priorities, and task realignments.
- Supervise and coordinate with the designated Site Lead(s) to ensure seamless day-to-day program execution and responsiveness to on-the-ground operational needs.
- Lead and execute startup, transition-in, and surge activities, including onboarding of new staff and alignment of resources to mission-critical timelines and deliverables.
- Monitor and report program performance metrics, risks, and quality trends; implement corrective actions and continuous improvement initiatives through the Quality Control Plan (QCP).
- Represent the program in post-award conferences, technical reviews, and recurring status meetings with the Contracting Officer’s Representative (COR) and other Government officials.
- Provide rapid response to operational challenges, Government inquiries, and program deviations, ensuring mission continuity and client satisfaction.
- U.S. Citizen with eligibility for a Secret security clearance (active clearance strongly preferred).
- Bachelor's degree in business, project management, or a related field; advanced degree preferred.
- Minimum of 10 years’ experience in government contracting, with at least 5 years managing complex service delivery contracts for DoD clients.
- Extensive experience supporting joint military operations, exercise planning, and operational readiness initiatives in line with Combatant Command priorities.
- Prior experience supporting similar mission sets within the U.S. Marine Corps—particularly within EUCOM or AFRICOM.
- Demonstrated experience managing geographically dispersed teams, including remote and on-site personnel, across OCONUS environments.
- Proven success in coordinating with senior Government personnel, resolving contract-related issues, and leading compliance and quality assurance efforts.
- Strong understanding of DoD contracting processes, FFP contract management, and Federal Acquisition Regulation (FAR) compliance.
- Exceptional organizational, leadership, and communication skills.
