Compliance Program Manager (Regulatory Change Management)If you're the type of compliance professional who gets excited about interpreting new regulations, assessing business impact, and driving implementation across an organization, this is the role for you.

Liberty Dental Plan is seeking a strategic and analytical Compliance Program Manager to lead regulatory change management efforts across our business. This position is ideal for someone who enjoys reading and interpreting healthcare regulations, translating complex requirements into clear, actionable guidance, and partnering with stakeholders to ensure successful implementation.

Unlike traditional compliance roles focused primarily on audits, corrective actions, privacy operations, or compliance program administration, this role centers on regulatory interpretation, business impact analysis, and enterprise-wide implementation of new regulatory requirements.

About the Role

As a Compliance Program Manager, you will monitor evolving federal and state healthcare regulations, assess their impact on the organization, and coordinate implementation across multiple business functions. You will serve as a trusted advisor to operational teams, helping leaders understand what new requirements mean and how they should be incorporated into day-to-day operations.

This role requires a strong understanding of healthcare regulations, exceptional communication skills, and the ability to bring together diverse stakeholders to drive compliance initiatives to completion.

What You'll Do
  • Monitor, research, and analyze new healthcare laws, regulations, CMS guidance, and contractual requirements.
  • Identify organizational impacts and determine which business areas are affected by regulatory changes.
  • Translate complex regulatory and legal language into clear, practical guidance for operational teams.
  • Lead regulatory change management initiatives from initial assessment through implementation and tracking.
  • Partner with cross-functional stakeholders to develop implementation plans and ensure timely execution.
  • Facilitate meetings and committees that track regulatory implementation efforts and organizational readiness.
  • Collect, organize, and synthesize information from business partners to evaluate implementation progress and identify risks.
  • Prepare executive summaries, impact assessments, presentations, dashboards, and reports for leadership and key stakeholders.
  • Serve as a compliance resource for business areas seeking guidance on regulatory requirements and operational implications.
  • Support responses to regulatory inquiries and assist with compliance-related projects and initiatives.
  • Identify opportunities to strengthen regulatory readiness, accountability, and organizational compliance processes.
  • Promote a culture of compliance through collaboration, communication, and proactive problem-solving.
What You'll BringRequired Qualifications
  • Bachelor's degree and relevant industry certifications, or an equivalent combination of education and experience.
  • Minimum of seven (7) years of progressive experience in healthcare regulatory compliance, regulatory affairs, or regulatory change management.
  • Direct experience within managed care, health plans, government-sponsored healthcare programs, or other highly regulated healthcare environments.
  • Demonstrated experience interpreting and implementing new regulatory requirements, laws, or CMS guidance.
  • Strong understanding of Medicare, Medicaid, Exchange, and/or commercial healthcare regulations.
  • Exceptional analytical, critical thinking, and problem-solving skills.
  • Proven ability to assess regulatory impacts and drive implementation across multiple business functions.
  • Excellent written and verbal communication skills, including the ability to present complex information to diverse audiences.
  • Advanced proficiency with Microsoft Office, including Excel, Word, PowerPoint, and SharePoint.
  • Ability to manage multiple priorities and effectively navigate ambiguity in a fast-paced environment.
Preferred Qualifications
  • Experience leading regulatory change management or regulatory implementation programs.
  • Experience coordinating cross-functional operational initiatives within a health plan or managed care environment.
  • Knowledge of utilization management, provider operations, claims administration, or other healthcare operational functions.
  • Advanced Excel skills, including pivot tables, charts, conditional formatting, and data analysis tools.
  • Experience facilitating committees, governance groups, or enterprise implementation teams.
The Ideal Candidate

You will thrive in this role if you:

  • Enjoy reading regulations, guidance documents, and healthcare policy updates.
  • Can quickly determine how a new requirement impacts a business.
  • Have a talent for turning complicated legal or regulatory language into practical action plans.
  • Build strong relationships and work effectively across departments.
  • Are comfortable leading meetings, facilitating discussions, and driving accountability.
  • Excel at influencing without direct authority.
  • Bring curiosity, flexibility, and sound judgment to complex regulatory challenges.
  • Enjoy solving problems where the path forward is not always clearly defined.
