The successful candidate will provide regulatory guidance, compliance assurance, and operational support throughout Oxy’s Gulf of America (GoA) offshore organization. The role will focus primarily on U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS) requirements applicable to offshore facilities, marine systems, lifesaving equipment, firefighting systems, emergency preparedness, regulatory documentation, training, certification, and operational readiness. The role also supports identification, evaluation, tracking, resolution, and prevention of regulatory and class-related findings, deficiencies, and improvement opportunities.

ROLES AND RESPONSIBILITIES

Regulatory Compliance and Agency/Class Interface

        Serve as company liaison with the USCG on operational and regulatory compliance issues.

        Serve as backup company liaison with ABS on class-related requirements, surveys, findings, recommendations, Conditions of Class, and certification matters for applicable offshore assets.

        Develop and maintain effective working relationships with USCG, ABS, industry groups, and internal stakeholders to support proactive regulatory and class oversight.

        Analyze, interpret, and communicate applicable agency-issued directives, regulatory updates, ABS rules, class requirements, industry standards, and internal compliance expectations.

        Review USCG-required documentation and ABS/class-related documentation to support inspection, survey, and audit readiness.

        Evaluate applicability of USCG deficiencies, ABS findings, and class-related recommendations; coordinate appropriate responses, corrective actions, or challenges where warranted.

        Engage and actively participate in industry workgroups to support development and improvement of internal procedures, policies, and compliance practices.

 

Inspection, Survey, and Compliance Assurance

        Complete annual USCG compliance inspections or assessments for each applicable GoA floating facility.

        Support ABS survey readiness, planning, execution, and closeout for applicable offshore assets.

        Review and monitor certification requirements for offshore assets, including applicable USCG and ABS certificates.

        Compile observation reports and track resolution of inspection, survey, and assessment findings.

        Track corrective actions to closure, including ownership, due dates, closure evidence, and recurrence prevention.

        Monitor operational compliance performance and identify trends, gaps, repeat findings, and improvement opportunities.

        Perform platform assessments to determine crew proficiency, emergency equipment readiness and condition, regulatory documentation accuracy, certification status, and overall USCG / ABS compliance posture.

Operations, Projects, MOC, and Repairs Support

        Support Offshore Operations, Projects, Engineering, Maintenance, Integrity, Marine, and HSE teams on USCG, ABS, and internal compliance requirements.

        Support projects, Management of Change (MOC), repairs, modifications, and operational changes by identifying applicable USCG, ABS, and internal compliance requirements early in the planning and execution process.

        Engage with GoA Operations and functional groups to ensure regulatory and class requirements are considered and addressed in work planning, execution, documentation, and closeout.

Emergency Preparedness, Training, and Competency

        Assess operations crew performance during emergency drills and provide coaching or improvement recommendations as appropriate.

        Review, assess, and participate in operations training programs relevant to the role’s discipline, experience, qualifications, and authorizations.

        Serve as a subject matter expert for applicable operations training programs, as required and directed.

        Participate in training peer reviews and training and competency audits, identifying improvement opportunities and training needs.

Maintain knowledge of applicable internal and external regulatory, certification, and training requirements.

REQUIRED KNOWLEDGE, EXPERIENCE, SKILLS AND COMPETENCIES

Education

Bachelor’s degree (Technical Discipline preferred) or equivalent work experience.

Experience

Minimum of ten (10) years in upstream oil & gas; Experience working with USCG and/or ABS requirements is strongly preferred.

Professional/Technical Knowledge

  • Extensive knowledge of USCG regulations, policies, inspection processes, and offshore compliance expectations.

  • Working knowledge of ABS Class rules and requirements

  • Track record of developing relationships with industry and working directly with federal regulatory agencies (preferably with USCG)

  • Working knowledge and demonstrated experience with industry standards and guidelines (ex: API, ASME, etc.)

  • Understanding of offshore production operations, marine systems, lifesaving appliances, firefighting systems, emergency response requirements, and regulatory documentation.

  • Familiarity with offshore training, competency, certification, and emergency drill requirements.

  • Knowledge of incident prevention, audit readiness, corrective action management, and compliance assurance processes.

  • Working knowledge of offshore environmental requirements

  • Working knowledge of HSE and Risk

Professional/Technical Qualifications/Licenses/Certifications

No specific license or certification required. Relevant offshore regulatory, marine, safety, operations, audit or emergency response certifications are preferred.

Skills & Competencies

  • Advanced working knowledge of regulatory processes specific to USCG

  • Working knowledge of ABS rules, surveys, class requirements, and certification processes.

  • Knowledge of lifesaving apparatus and firefighting systems is advantageous

  • Strong analytical and organization skills along with demonstrated ability to support multiple projects simultaneously

  • Strong interpersonal skills and demonstrated ability to communicate at various levels of the organization

  • Demonstrated ability to understand complex situations, navigate the changing regulatory landscape, and proactively identify potential impacts from proposed legislation, policies, rules, or class requirements

  • Strong attention to detail

  • Strong teamwork and collaboration skills

  • Excellent written and verbal communication skills

  • Comfortable with public speaking, training delivery, and field-level coaching

  • Ability to travel offshore and domestically as required

  • Proficient computer skills and understanding of IT systems

  • Working knowledge of SAP or similar maintenance management software
