We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

About the Opportunity 

We are seeking an experienced compliance professional to join VicRoads as Compliance Advisory Manager. Reporting to the Head of Compliance, you will play a key role in strengthening and embedding VicRoads' compliance frameworks, ensuring regulatory obligations are effectively understood, managed and evidenced across the organisation.

As a trusted advisor to the business, you will partner with stakeholders at all levels to provide practical compliance guidance, support regulatory change initiatives and help implement controls that enable strong, risk-aligned compliance outcomes. You will contribute to the ongoing evolution of VicRoads' compliance maturity while balancing regulatory requirements with operational effectiveness.

This is an exciting opportunity to influence compliance culture, governance and decision-making across a complex organisation. Working closely with senior leaders, risk teams and external stakeholders, you will help ensure compliance risks are proactively managed and that VicRoads continues to meet its regulatory and contractual obligations. Importantly, this is not a role focused on maintaining an already established framework. We are looking for someone with the drive, initiative and influencing skills to help deliver and embed the Obligation Management Plan across the business, and support its ongoing operation as compliance capability continues to mature.

Key responsibilities include:

  • Compliance Management Framework: Implement and maintain a robust Compliance Management Framework, including obligation management, process mapping, control management, incident management and breach management.

  • Compliance Risk Management: Identify, assess and mitigate compliance risks, including regulatory, financial and reputational risks, in partnership with the Risk team.

  • Compliance Advisory: Act as a trusted advisor to the business, providing practical compliance guidance, challenge and assurance to support effective compliance management practices across all levels of the organisation.

  • Regulatory Change: Monitor and interpret regulatory developments, engaging stakeholders to implement and embed changes to policies, procedures and controls.

  • Data Analysis & Continuous Improvement: Analyse compliance data to identify trends, emerging risks and opportunities for improvement, delivering insights that support informed decision-making and stronger compliance outcomes.

  • Incident Management: Monitor and investigate compliance incidents and potential breaches, supporting timely reporting, remediation activities and the ongoing strengthening of compliance controls and processes.

About you 
You are a proactive and influential compliance professional who combines strong technical expertise with a pragmatic, business-focused approach. You thrive in environments where you can build capability, drive meaningful change and partner with stakeholders to embed compliance obligations into day-to-day operations in a practical and sustainable way.

You'll thrive in this role if you:

  • Have at least 7 years' experience in compliance, legal, risk management or a related discipline.

  • Bring strong technical compliance expertise, particularly across obligation management, compliance advisory, incident management and breach identification.

  • Have experience implementing and embedding compliance frameworks, including obligation management, control management and compliance monitoring.

  • Enjoy building capability and driving change, with the initiative to help roll out and embed the Obligation Management Plan across VicRoads.

  • Can quickly understand operational processes and provide practical, commercially sound advice on how regulatory obligations can be met in practice.

  • Are an effective stakeholder manager who can influence, educate and build strong relationships across all levels of the organisation, including senior leaders and executives.

  • Have excellent written and verbal communication skills, with the ability to explain complex regulatory requirements in a clear and accessible way.

  • Possess a strong analytical mindset and can assess complex compliance issues, identify risks and develop practical solutions.
