The Opportunity: 
CACI is seeking a creative and detail-oriented Communication Specialist for the United States Secret Service (USSS) contract, supporting the Department of Homeland Security. This role offers a unique opportunity to enhance national security by developing clear, compelling communications that support critical OCIO transformation initiatives within the USSS.
As a Communication Specialist, you will be responsible for translating complex technical and organizational changes into accessible, engaging content that drives awareness, understanding, and action across diverse audiences. From executive briefings to frontline awareness materials, you will create multi-channel communications—including emails, newsletters, videos, knowledge articles, and digital content—that keep stakeholders informed, engaged, and prepared for change. Working closely with engagement and adoption strategists, you will help ensure that transformation messaging is consistent, timely, and aligned with mission priorities. Responsibilities: 

  • Develop and execute targeted communications, messaging, and awareness materials that clearly articulate OCIO transformation objectives, impacts, progress, and expected outcomes
  • Create multi-channel communications including email campaigns, newsletters, videos, knowledge articles, digital content, and intranet posts to increase awareness and understanding of new OCIO capabilities, processes, and services
  • Translate technical and complex organizational changes into clear, audience-appropriate language for mission operators, field technology staff, supervisors, and executive leadership
  • Ensure all communications are consistent, timely, and aligned with organizational priorities across OCIO divisions
  • Develop and maintain a comprehensive Communications Calendar coordinating engagement activities, campaigns, and messaging across all OCIO transformation initiatives
  • Plan and schedule communications to ensure timely delivery aligned with project milestones, training events, and organizational readiness
  • Coordinate with stakeholders across divisions to gather input, validate messaging, and ensure accuracy and alignment
  • Create Training & Awareness Content including user guides, quick-reference materials, micro-learning videos, infographics, and targeted messages for specific user groups
  • Develop role-based communications that help users understand "what's changing, why it matters, and what to do" with new capabilities and processes
  • Support training-aligned engagement by creating materials that reinforce learning and drive adoption
  • Create executive briefings, presentations, and stakeholder communications that promote transparency, understanding, and engagement throughout transformation initiatives
  • Support communication pathways between the CIO, division chiefs, and mission stakeholders through clear, professional, and strategic messaging
  • Develop talking points, scripts, and supporting materials for town halls, leadership sessions, and stakeholder meetings
  • Incorporate feedback from listening sessions, surveys, and stakeholder touchpoints to continuously improve messaging clarity and effectiveness
  • Adjust communication approaches based on engagement metrics (reach, comprehension, sentiment) and feedback analysis
  • Collaborate with engagement strategists to identify communication gaps and refine content to maximize impact
  • Ensure all communications adhere to USSS and CACI branding standards, tone, and style guidelines
  • Maintain high standards for grammar, accuracy, clarity, and professionalism across all deliverables
  • Review and edit content from other team members to ensure consistency and quality

Qualifications:

Required
 

  • Associate's degree + 6 years of relevant experience in communications, technical writing, marketing, journalism, or related fields; equivalencies considered (10 years of experience with no degree, BA/BS + 4 years' experience, MA + 1 years' experience
  • Ability to obtain a Public Trust clearance
  • Proven ability to create clear, engaging communications for diverse audiences including technical and non-technical stakeholders
  • Strong writing, editing, and proofreading skills with exceptional attention to detail
  • Experience developing multi-channel communications (email, web, video, print, presentations)
  • Ability to manage multiple projects and deadlines simultaneously in a fast-paced environment
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel)

  • Experience supporting federal government communications, particularly within DHS or law enforcement agencies
  • Background in organizational change management or transformation communications

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$70,800 - $148,600
