Step into a role where your words shape how thousands of NC state employees understand their government.This position directs communications for the Office of State Human Resources in relation to an ongoing transformation effort to modernize state government’s human resources system. The position also develops and implements an external communications strategy to promote the success of the transformation at a local, state, and national level. The position will perform the following duties:
• Lead development and execution of internal state government communications and strategy across digital, print, broadcast, and social media platforms regarding new legislation and policy updates.
• Serve as the agency's media spokesperson when needed by conducting interviews, press briefings, and on-camera statements.
• Directs rapid response and crisis communications during emerging issues, service disruptions, or high-visibility events for the agency.
• Develop a continuous feedback culture to identify other needed transformations and refine ongoing efforts.
• Lead a team of communication specialists and administrative professionals in implementing the internal and external communications plans for HR transformation.
• Partners with executive leadership, legislative affairs, Organizational Health leadership, and additional OSHR leadership to align public messaging with agency policy priorities.
Recruitment Salary Range: $70,627 - $104,175
Knowledge Skills and Abilities/Management Preferences
Demonstrated experience developing and executing comprehensive public relations or communications strategies for a government agency or large organization.
Experience serving as a media spokesperson, including live and on-camera interviews with print, TV, and radio outlets.
Must have experience managing crises or rapid-response communications under tight deadlines and public scrutiny.
Must have experience supervising and developing a team of communications, writing, or public relations staff.
Demonstrated experience writing and editing press releases, executive remarks, and public-facing content for varied audiences.
Demonstrated experience building and maintaining relationships with journalists, media outlets, and community stakeholders.
Required proficiency with digital communications and social media management platforms used for public agency messaging.
Minimum Education and Experience

Bachelor’s degree in communications, public relations, public affairs, media, journalism, English, or a related field from an appropriately accredited institution and six years of experience in communications, public relations, or publicity work; or an equivalent combination of education and experience.
