Role Purpose
To act as a key person and primary regulatory contact for a portfolio of Jersey regulated and Schedule 2 clients, including CIF and managed entity regulated clients.
The role holder will discharge the statutory and regulatory responsibilities of
Compliance Officer (CO), Money Laundering Compliance Officer (MLCO) and Money Laundering Reporting Officer (MLRO), ensuring effective regulatory compliance, AML/CFT/CPF oversight and ongoing engagement with client boards and the Jersey Financial Services Commission (JFSC).
Client & Key Person Responsibilities
- Act as designated CO, MLCO and MLRO for CIF, managed entity regulated and Schedule 2 client entities.
- Serve as the key point of contact for client boards, senior management and controllers on regulatory, conduct and financial crime matters.
- Attend board and committee meetings, providing independent compliance oversight, challenge and advice.
Compliance Officer – CIF & Managed Entity
Obligations
- Fulfil the Compliance Officer obligations under the JFSC Codes of Practice applicable to CIF and managed entity regulated businesses.
- Implement and maintain proportionate compliance frameworks, policies and procedures for clients, applicable to their relevant regulatory categories.
- Conduct and oversee risk-based compliance monitoring programmes, including thematic reviews and testing of regulatory controls.
- Advise boards and senior management on compliance risks, regulatory breaches and remediation plans.
- Ensure timely identification, escalation, recording and reporting of material breaches and regulatory concerns to the JFSC, where required.
- Monitor regulatory developments relevant to CIF and managed entity sectors and support clients with regulatory change implementation.
- Support regulatory submissions, notifications and ongoing supervisory engagement with the JFSC.
AML/CFT & Financial Crime Responsibilities
- Act as MLCO and MLRO, ensuring the establishment and maintenance of effective AML/CFT systems and controls.
- Receive, assess and determine internal disclosures and consider the submission of external SARs to the Jersey FIU.
- Oversee client business risk assessments, customer risk assessments and enhanced due diligence arrangements.
- Provide independent challenge on high-risk relationships, PEPs and complex structures.
Governance, Risk & Controls
- Provide independent oversight of governance, risk management and internal controls in line with regulatory expectations.
- Ensure appropriate management information, record keeping and audit trails are maintained.
- Liaise with internal and external audit providers where relevant.
Advice, Training & Support
- Deliver compliance and AML/CFT training to boards and staff of client entities.
- Act as a trusted adviser, balancing regulatory requirements with client commercial objectives.
Key Competencies
- Hold an appropriate Table 4 qualification with thorough Jersey finance sector experience
- Strong Jersey TCB & FSB regulatory knowledge
- Excellent time-management skills, being self-motivated, pro-active, and capable of prioritizing workloads as required
- Sound professional judgement and independence
- Excellent stakeholder and regulator engagement skills
