Engineering and Engineering ServicesJob Summary:Responsible for leading the planning, development, execution, and commissioning of capital projects at CF Industries’ Donaldsonville Complex. Directs the work of the Project Engineering group at the Donaldsonville Complex, including managing the capital budget and forecasting process, and providing technical support and expertise on key capital projects. Provides strategic leadership for engineering, project management, contractor oversight, and capital planning activities while supporting the facility's long-term reliability, productivity, sustainability, and growth objectives.Job Description:Job Responsibilities:
- Manage the facility’s $100M+ capital project budget. Plan, track, and manage spending based on facility, corporate, and other stakeholder needs, including the implementation of tools to ensure accuracy and accountability in CAPEX forecasting.
- Manage the Project Engineering Department consisting of 12+ CF and contract personnel, including project engineers, construction coordinators, and a Project Engineering Supervisor over turnaround related projects.
- Responsible for the performance and development of employees in the department.
- Develop and maintain project engineering procedures to align with CF’s work processes and regularly evaluate these procedures to ensure continuous improvement.
- Ensure all project activities meet or exceed expectations for safety and environmental performance and comply with relevant regulatory requirements and that all projects meet plant specifications, comply with RAGAGEP, and adhere to corporate requirements.
- Assess and prioritize improvement, sustaining, and EHSS capital requests. Prepare, justify, and submit Authorizations for Expenditures (AFE).
- Review and approve EWRs (Engineering Work Requests), IFC packages, technical specifications, equipment selection documents, and project execution plans. Assign Project Engineers to EWRs who can drive scope development and generate project estimates utilizing stage gate processes as appropriate.
- Lead or assist with CF strategic projects as required.
- Coordinate execution of projects with Operations, Maintenance, and EHS departments to ensure the facility’s goals are maintained.
- Responsible for the quality and quantity of construction packages developed by third-party design firms used to execute capital projects.
- Ensure milestone schedules are established for capital projects to ensure transparency for key stakeholders who support meeting deadlines.
- Evaluate and utilize equipment suppliers, engineering firms, and local contractors to optimize project development and execution.
- Work with Procurement and Legal teams to negotiate MSA’s and other contracts as needed, including communication of priorities based on planned capital work.
- Partner directly with the Accounting team to ensure timely and accurate monthly capital accruals, project cost reporting, capitalization of assets put in service, and financial close activities.
- Support CF’s engagement activities with local schools and community groups. This includes participation in college career fairs and other events to network with university engineering students and involvement with local K-12 schools and community events.
Position Requirements:
- B.S. degree in engineering from an ABET accredited university is required.
- Ten or more years of engineering related experience in the oil, gas, or chemical manufacturing industry preferred.
- Five or more years of project engineering experience in a refinery or chemical manufacturing facility preferred.
- Five or more years of in-plant experience preferred.
- Experience with ammonia, urea, and UAN processes is preferred.
- Strong communication skills (written and verbal) required. Must be able to effectively communicate and interact with personnel of all backgrounds.
- Louisiana Professional Engineer Registration preferred.
- Strong management skills required, including leadership, team building, team member development, critical decision making, and time management.
- Must be able to climb stairs and ladders, work at heights, and enter confined spaces.
- Proficient with Microsoft Office software.
- Must possess and maintain Transportation Worker Identification Credentials (TWIC).
- The ability to prove drug and alcohol free at random or for cause.
