POSITION SUMMARY
The Chief of Operations serves as the senior operational leader responsible for planning, directing, and overseeing Real Property Operations and Maintenance (RP O&M) activities in support of the Turkey Base Operations Support (T-BOS) contract. This position provides leadership and management for Civil Engineering (CE) operational functions, including facilities maintenance, infrastructure systems, pavements and grounds, custodial services, material procurement, and related installation support activities.
RESPONSIBILITIES
- Provide overall leadership and management of RP O&M activities supporting installation operations.
- Direct and coordinate activities among department managers, supervisors, and technical teams to ensure proper planning, resource allocation, and execution of work requirements.
- Manage the operation, maintenance, inspection, repair, overhaul, installation, construction, demolition, and logistical support of facilities, infrastructure systems, and real property assets.
- Oversee maintenance management processes and ensure operational systems achieve required performance and reliability standards.
- Develop and implement operational plans, work priorities, and maintenance strategies to support mission readiness and asset sustainability.
- Coordinate planned utility and infrastructure outages with government stakeholders and affected organizations to minimize operational disruption.
- Manage emergency outage response activities and ensure appropriate notification of leadership and impacted personnel.
- Ensure facilities, infrastructure systems, and Real Property Installed Equipment (RPIE) are restored to full operational capability following maintenance or outage events.
- Support special base activities, exercises, inspections, and contingency operations by providing required resources, personnel, and equipment.
- Develop reports, briefings, and performance analyses for Government and contractor leadership.
- Promote a culture of safety, accountability, customer service, and continuous process improvement.
- Work is based in a busy training environment and subject to frequent interruptions. Frequent outdoor work in inclement weather is required, including heat, cold, humidity, and rain. May be exposed to fumes, airborne particles, vibration, and toxic or caustic chemicals. Must wear PPE as required by Company safety standards.

QUALIFICATIONS
- Active U.S. Secret Security Clearance.
- Associate's degree in related field.
- Minimum 15 years of experience in RP O&M, infrastructure systems, pavements, and grounds, and related installation support functions.
- Minimum 8 years of supervision/management experience.
- Demonstrated experience managing facility sustainment, maintenance, repair, and infrastructure operations in a complex organizational environment.
- S. Air Force installation-level experience supporting Civil Engineering, Base Operations Support, Facilities Management, or related programs.
- Strong knowledge of maintenance management principles, asset lifecycle management, work control systems, and facility operations.
- Strong written and verbal communication skills with the ability to interact effectively with military personnel, government representatives, customers, and contractor leadership.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Comprehensive knowledge of Air Force Civil Engineering operations, facility sustainment, infrastructure management, and maintenance programs.
- Ability to lead diverse multidisciplinary teams in a mission-focused environment.
- Strong planning, organizational, and resource management skills.
- Ability to manage multiple priorities and adapt to changing mission requirements.
- Strong customer-service orientation and stakeholder engagement skills.
