Job Description Summary
In accordance with the objectives established by the Agua Caliente Tribal Council, the Chief Operating Officer (COO) provides strategic leadership and operational direction for all gaming, hospitality, and administrative divisions of the three Agua Caliente Casinos, and Sec-He Spa. This role drives revenue growth, operational efficiency, and a superior guest experience while safeguarding tribal assets.
Essential Duties and Responsibilities (other duties may be assigned)
- Coordinate daily operations across the casino, hotel, and ancillary gaming business entities to build unified workflows, maximize cross-property revenue, and achieve peak operational efficiency.
- Develop and manage the annual consolidated operating budget, strategically allocating capital to fund high-ROI initiatives, player acquisition programs, and facility upgrades.
- Author and execute multi-year strategic business plans that account for macroeconomic trends, competitive market dynamics, and shifting demographics.
- Analyze operational metrics, business intelligence data, and predictive analytics to optimize performance and profitability.
- Evaluate emerging market opportunities and deploy data-driven marketing and customer acquisition strategies to enhance competitive positioning.
- Ensure a world-class guest experience by implementing programs, technologies, and best practices that drive service excellence across all operations.
- Provide transparent, high-level advisory reports, financial risk assessments, and strategic updates to the Tribal Council regarding critical enterprise matters.
- Confer with administrative personnel and review activity, operating, and marketing reports to determine necessary changes in programs or operations.
- Direct the preparation and implementation of Tribal Council directives related to policies, programs, and operational changes.
- Oversee the implementation, maintenance, and enforcement of Tribal personnel policies and practices as prescribed by the Tribal Council.
Supervisory Responsibilities
Directly oversee executive leadership team members across all operational divisions. Carry out supervisory responsibilities in accordance with organizational policies, procedures, and applicable laws.

QualificationsRequired Education and/or Experience
- Bachelor’s degree in Business Administration, Hospitality Management, or a related field required; Executive MBA or advanced degree preferred.
- Minimum of 10 years of senior executive-level management experience in a high-volume casino and resort environment.
- Direct experience working within Indian Gaming operations is highly preferred.
- Thorough understanding of Class II, Class III, interactive and online gaming operations and regulations.
- Strong knowledge of hospitality operations and revenue management.
- Mastery of premium service benchmarks (e.g., Forbes Travel Guide or AAA Diamond standards).
- Proven ability to analyze complex financial statements, amortization schedules, and ROI metrics.
- Exceptional interpersonal and communication skills for reporting to tribal leadership and motivating large teams.
- Must be able to obtain and maintain a Class A gaming license issued by the Agua Caliente Gaming Commission.
Working Conditions/Physical Demands
- Must be able to move throughout office and property environments, including walking up to 1.5 miles and climbing stairs.
- Must be able to sit at a workstation for extended periods.
- Must be able to work in a smoke-filled environment.
- The work environment is typically moderate in noise but may increase in casino areas.
- Must be able to grasp, bend, lift, and/or carry items weighing up to 25 lbs. intermittently.
- Requires sufficient manual dexterity to operate office equipment, including computers, calculators, and multi-line telephones.
