Job Description

LLNL is seeking an accomplished Chief Financial Officer (CFO) to join the executive leadership team. The CFO will provide strategic financial and acquisition leadership for a complex, mission-driven organization with a $4B annual budget, and serve as Treasurer of Lawrence Livermore National Security, LLC.

In this role, you will oversee the Laboratory’s financial stewardship, procurement and acquisition strategy, internal controls, and enterprise financial business operations in support of LLNL’s national security mission. You will partner with the Laboratory Director and senior leadership to develop and implement institutional strategy, ensure responsible resource allocation, and lead the modernization of business systems and operating practices.

This position will lead the CFO’s finance and budget management portfolio that will expand in the coming months to include Procurement and Travel/Conference Services. In this expanded scope, the role will integrate these functions into a cohesive, efficient, and service-oriented enterprise model. The new Finance and Acquisition Services organization will be comprised of approximately 300-350 professionals. This position will report to the Laboratory Principal Deputy Director and lead the Finance and Acquisition Services organization that will be part of the Operations and Business Principal Directorate.

The ideal candidate brings deep experience in financial management, procurement, business systems, and organizational leadership in a large, complex, federally regulated environment.

You will

  • Serve as a key advisor to Laboratory leadership, working closely with senior management and with programmatic, technical, and other Laboratory organizations to develop strategies, set priorities, and facilitate the accomplishment of the Laboratory's overall programmatic and institutional goals.
  • Lead LLNL’s financial, budget, accounting, treasury, disbursement and reimbursements, and acquisition strategy for a large and complex enterprise and serve as Treasurer of LLNS, LLC overseeing financial reporting, forecasting, and fiscal governance.
  • Cultivate a work environment and culture that attracts, develops, and retains a talented workforce in support of the Laboratory mission.
  • Ensure effective stewardship of public funds and alignment of financial resources with mission priorities.
  • Oversee internal controls consistent with GAAP, CAS, OMB A-123, DOE, and NNSA requirements.
  • Lead financial and acquisition policy development, implementation, and interpretation.
  • Partner with the Chief Information Officer (CIO) and other leaders to modernize financial and business systems, improve data quality, and enable automation and AI-enabled workflows.
  • Promote simplification, standardization, and service excellence across business operations.
  • Anticipate outyear funding challenges and advise on financial risks, opportunities, and tradeoffs.
  • Provide strategic guidance on indirect budget optimization and resource prioritization.
  • Serve as a primary representative to DOE, NNSA, and other external stakeholders on financial and acquisition matters.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s degree in Finance, Accounting or Business or equivalent combination of experience and demonstrated competence.
  • Senior level leadership and management acumen, both in setting strategic direction and motivating people, to influence the development and accomplishment of organizational and institutional goals and objectives.
  • Extensive experience as a senior financial manager in a large research and development or highly technical organization.
  • Extensive technical knowledge of and experience with complex accounting, financial, and acquisition principles including direct and indirect funding/distribution mechanisms.
  • Comprehensive knowledge and understanding of federal budget process, federal contracting and financial analysis.
  • Extensive experience analyzing complex and detailed financial data and information to predict financial performance.
  • Proven strategic thinker who can anticipate needs and make decisions within the framework of the Laboratory’s strategic direction.
  • Demonstrated entrepreneurial approach to problem solving and an innovative approach to developing solutions for highly complex issues having significant impact.
  • Expert written and verbal communication skills, to effectively create, explain, disseminate, and present complex financial/business information to all levels of management and to internal and external organizations such as DOE, NNSA, etc.

Qualifications We Desire

  • Advanced degree in Finance, Accounting, Business Administration, or related field.
  • CPA or equivalent credentials. 
  • DOE and/or NNSA experience preferred.
  • Detailed knowledge of and ability to interpret and apply federal government financial policies, procedures, orders, and contract requirements applicable to federally funded research and development centers, university affiliated research centers, and management and operating contracts for the federal government.
  • Extensive experience developing effective working relationships with senior laboratory and federal government personnel.
  • Experience modernizing financial and business systems, improving data quality, and enabling automation and AI-enabled workflows to solve highly complex issues.
  • Experience leading or overseeing strategic procurement, federal acquisition, contracting, or related functions in a complex organization.

Pay Range

$409,980 - $526,512 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
