The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.
This position is staffed to the North Carolina Financial Systems Division, North Carolina Office of the State Controller (OSC), and is a member of the NCFS team that supports the statewide financial system of record, NCFS. This team’s primary mission is to partner with business users, outside consultants, and IT to design, develop, document, implement, and support Oracle Financials Cloud ERP for the State of North Carolina. The Business Systems Manager plays a key lead role within the North Carolina Financial Systems teams
to ensure system efficiency and accuracy.
The primary purpose of this position is to manage and lead work efforts related to solution design, system configuration, agency outreach and engagement within the NCFS Materials process area. Process areas included in the Materials process area include Accounts Payable, Expense, Procurement, Inventory, and Fixed Assets. This position is responsible for managing Business System Analyst II’s and III’s within their respective process area and producing high-quality work products. This position will help the Division Director plan, monitor, and control the sustainment efforts for NCFS, and is responsible for guiding, coaching, and managing the work of their staff at all levels within the agency organizations.
Responsibilities include the following tasks:
• Encourage, facilitate and supervise independent problem solving and resolution of issues identified
• Be personally responsible for the accuracy, completeness, and quality of all assigned deliverables
• Provide professional guidance and subject matter expert knowledge to the team
• Lead employee growth and development initiatives
• Facilitate cross teamwork and issue resolution activities
• Proactively identify and resolve cross functional system issues through effective communication with team members across all process areas
• Own the final business process changes that are agreed upon within assigned process area and work
collaboratively with impacted users to effectively adopt these new business processes
• Encourage cross-training within the team to facilitate skillset growth

Salary Range for NC23: $81,620 - $159,158

Knowledge Skills and Abilities/Management Preferences

  • Demonstrated ability to interpret, analyze and apply knowledge of complex laws, regulations, procedures, project management best practices, and technical and professional standards
  • Working knowledge of accounting, budgeting and information systems and operations to support the management of the North Carolina Financial System
  • Demonstrated ability to recognize complex problems, identify issues, propose solutions and to serve as resource for other members of the NCFS team
  • Demonstrated ability to communicate complex standards and issues in writing and verbally in a clear, concise and organized manner, and make recommendations on policy impact and/or operations
  • Demonstrated ability to independently consult and suggest corrective action related to complex NCFS challenges
  • Demonstrated ability to identify changing requirements and problems regarding NCFS need in a proactive manner 
  • Ability to serve as an example for other team members in the way tasks are completed by modeling excellence in the planning and execution of all phases of the project assignments
  • Demonstrated experience leading, monitoring and assigning tasks to team members and reporting progress or concerns to the management team
  • Experience working with complex interfaces and data conversions
  • Experience working with State agencies leading, monitoring and assigning tasks to appropriate resources with a good understanding of State financial processes and procedures 
  • Experience facilitating Enterprise systems implementations including integration with other platforms

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three (3) years of progressive experience, of which at least one (1) year is supervisory; or equivalent combination of education and experience.

Skills Required
