Our Strategic National Stockpile (SNS) team is currently seeking a Business Systems Analyst (BSA) in support of the Office of Management and Business Operations (OMBO). The SNS is a critical part of the federal medical response infrastructure and serves as a safety net when state and local resources are exhausted or when critical medical products are not available on the commercial market during an emergency. Joining our team as the BSA is an exciting opportunity to contribute to this important mission by improving operational efficiency and providing data-driven insights that strengthen the nation's public health emergency preparedness.

Primary Responsibilities
Participate in meetings with senior officials from HHS, ASPR, and SNS.
Analyze existing or proposed procedures, systems, strategies, services; Identify needs for improvement or assist in development of methods and resources to accomplish such improvements.
Work with stakeholders to understand business needs, evaluate and documents requirements. Work with IT teams to develop, configure and test systems that meet business requirements.
Conduct data mining, analysis, and modeling from structured and unstructured data using analytics tools (e.g., Excel and Power BI). Extract insights to develop findings, inferences, conclusions and recommendations. Translate the results of analysis into clear, actionable communications that equip decision makers to make informed, data-driven decisions based on data analytics.
Translate business requirements into low-code solutions using Microsoft Power Platform, including Power Apps, Power Automate, and Dataverse.
Create, develop, and publish sustainable reports and dashboards that update with current data on a recurring basis.
Develop and maintain working relationships with appropriate organizations to meet the needs of the program’s mission.
Research, collect, compile, and review qualitative and quantitative information and data for use in program decisions.
Assist with the preparation of system recommendations to senior officials.
Maintain continuous readiness posture by remaining flexible to respond 24 hours a day, year-round. Support emergency management/incident response functions as needed to accomplish the program’s mission.
Perform other related duties.
Basic Qualifications
Bachelor’s degree (or equivalent) and 2-4 years of relevant professional experience.
Demonstrated ability to translate complex business requirements into technical, low-code solutions using Microsoft Power Platform including Power Apps, Power Automate, and Dataverse.
Experience creating reports and dashboards using Excel and Power BI.
Excellent written and verbal communication skills.
Strong organizational skills including attention to detail and multitasking skills.
Ability to work handle requests from multiple groups/organizations.
Able to identify errors, problems, or non-standard situations and recommend solutions.
Ability to lift up to 50 lbs.
Must possess character traits of being accurate, meticulous, proactive, efficient, self-starter, a team player.
U.S. Citizenship with ability to obtain and maintain a Tier 1 National Agency Check with Inquiries (NACI) Public Trust suitability.
Operational Requirements
Because the SNS supports national public health emergency response, employees are expected to participate in an emergency response readiness program:
Participate in a 24 hours x 7 days a week on-call status, in case of an emergency.
Be able to respond to mission alerts within 15 minutes and report to a designated location within 90 minutes when activated.
Carry a mobile phone at all times.

Previous experience supporting a government agency.
