The role:
We are seeking a senior-level project manager to manage the development and implementation of critical Road Usage Fee (RUF) business projects from concept to completion. Operating within a highly matrixed structure, the successful candidate will organize, and direct multiple interdisciplinary work teams composed of staff, vendors, and consultants. This pivotal role oversees the master-level schedule, scope, budget, and timelines for a portfolio of highly complex, high-risk projects. The final deliverables will directly result in the formation and operationalization of new, enhanced programs integrated into ODOT’s enterprise and funding portfolio. Apply today!
This position offers hybrid work! Frequency will be determined by successful candidate and hiring manager. This is a limited duration appointment that is expected to end on or before December 31, 2027. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

A day in the life:
Direct interdisciplinary teams in executing complex program development, defining project scope, establishing milestones, and allocating resources to ensure successful, cost-effective deliverables.
Define and control project scopes, securing leadership approval while strictly managing change requests through formal project management practices.
Develop and track detailed project schedules, coordinate with resource managers to align deliverables, mitigate task dependencies, and prevent schedule slippage.
Forecast, monitor, and manage project budgets, controlling expenditures and documenting plan modifications to maintain fiscal responsibility.
Administer high-value contracts by conducting deliverable reviews, monitoring vendor performance, and managing contractor relations.
Lead procurement lifecycles, authoring statements of work, evaluating technical proposals, and driving negotiations to secure project resources.
Oversee comprehensive project planning, scope management, and risk mitigation to ensure the successful delivery of programs across all workstreams.
Direct the Oregon Department of Transportation (ODOT) staff and consultants while maintaining quality control processes and driving process improvements.
Office environment requiring extended stationary periods, repetitive tasks with occasional travel for meetings and training, which may include overnight or out-of-state assignments.

The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6.95%.

Minimum qualifications:
Seven years of professional level experience related to the class concept;
OR
Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.
OR
Four years of professional level experience related to the class concept AND a bachelor’s degree in business administration, management, public administration, or a closely related field;
OR
Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification.
