Senior individual contributor driving Microsoft’s global commercial and financial governance for Payroll. The role blends financial modelling, commercial analytics, business program management and governance discipline to ensure predictable costs, efficient controls, and supplier accountability. Influences across Procurement, Finance, Legal, Service Delivery, GPOs and PSDMs, operating with IC4-level autonomy.


Responsibilities

Commercial, Contract & Financial Leadership

• Serve as financial steward for global payroll provider contracts, pricing structures, rate changes, fee models, service credits, and contractual economics.

• Conduct scenario modelling, cost simulations and commercial impact assessments to support renewals, sourcing cycles and amendments.

• Partner with Procurement and Finance to provide commercial intelligence in decision-making.

• Evaluate financial risks, commercial compliance gaps and cost implications aligned with PGIC governance standards.

Invoice Governance & Financial Controls

• Own the global invoice governance framework, ensuring validation, PO alignment, PO creation, PO Management, (Opening, Updates, closure, extensions, Forecasts ) ,  dispute prevention and defect resolution.

• Strengthen financial accuracy through monthly accrual governance and support PGIC reporting cycles.

• Build and enhance global controls, exception management and dispute RCA mechanisms.

• Partner across P2P, Finance and Service Delivery to eliminate aging, improve discipline and drive compliance.

 

 

Financial Insights, Forecasting & Cost Transparency

• Develop Global Payroll financial insight packs — cost trends, KPI dashboards, forecasting and variance analysis.

• Own end‑to‑end Cost‑to‑Serve model, ensuring accuracy, continuity, and scalability

• Build scenario simulations, cost-to-serve models and early-warning risk indicators..

• Validate and continuously improve cost methodologies, drivers, and allocations.

•  Lead reporting and serve as the single source of truth for leadership insights.

• Explain cost movements, risks, and opportunities with clear, actionable narratives.

•  Identify and drive cost optimization in partnership with key stakeholders.

• Serve as the primary financial intelligence source for PGIC and leadership decision-making.

• Identify anomalies, risks, volume patterns and commercial behaviour shifts using analytics.

Program Evaluation, Measurement & Improvement

• Define and maintain OKRs, KPIs, SLAs and ROI frameworks for commercial and financial governance programs.

• Build scorecards, dashboards and heat maps to monitor commercial performance and compliance.

• Apply structured scenario analysis to evaluate continuation, optimisation or sunset of commercial models.

• Identify program risks and mitigation plans, streamlining governance workflows.

Program Excellence, Stakeholder Engagement & ROB Leadership

• Lead PGIC commercial governance Rhythm of Business — MBR/QBR materials, scorecards and insight packs.

• Produce Microsoft security-compliant communications and documentation.

• Develop training, enablement and change-adoption materials for governance processes.

• Communicate with clarity across executive and operational levels using data storytelling.

Planning, Design & Continuous Improvement

• Conduct benchmarking on pricing models, billing mechanisms, service economics and governance frameworks.

• Own process maps, RACIs and scope/change control processes for governance workflows.

• Maintain commercial/financial risk registers and RCA logs.

• Embed AI, automation and analytics into governance workflows to modernise controls and improve predictability.

• Ensure compliance with Microsoft security, privacy and regulatory requirements.


Qualifications

Basic Requirements:

  • Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience. 

Preferred Requirements:

  • 5+ years in financial analysis, commercial governance, or business program management.
  • Strong financial modelling, forecasting, scenario analysis and analytical problem-solving skills.
  • Experience partnering with Procurement, Finance, Legal and provider organisations.
  • Skilled in dashboards, KPIs, OKRs and evaluation frameworks.
  • Familiarity with global payroll, HR operations, pricing models, invoice controls, AI/automation and compliance.

Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
