As the Business Development Manager, you will drive growth and expand our presence in the government sector. You are also responsible for identifying, pursuing, and securing new government contracts and opportunities at the federal, state, and/or local level. This will require you to have a deep understanding of government procurement regulations and a proven track record of developing strategic partnerships with government agencies and prime contractors

Role and Responsibilities

Roles and responsibilities includes, but is not limited to:

  • Develop and execute a comprehensive business development strategy to target and penetrate the government market. Conduct in-depth market research and competitive analysis to identify new business opportunities, trends, and growth areas within the public sector.
  • Opportunity identification: Actively monitor government procurement portals for Requests for Proposals (RFPs), Requests for Quotes (RFQs), and other solicitation notices. Track opportunities through various stages of the procurement process and build a robust sales pipeline.
  • Relationship building: Cultivate and nurture strong, long-term relationships with key government officials, agency stakeholders, and strategic partners. Position the company favorably for new contract awards by understanding agency missions, objectives, and pain points.
  • Must be experience in  the development and submission of compelling and compliant proposals, bids, and RFP responses. Collaborate with cross-functional teams—including legal, technical, and proposal writers—to ensure all submissions are of the highest quality and meet client requirements.
  • Negotiation and contracts: Lead contract negotiations with government agencies to secure favorable terms and conditions. Work with the legal team to ensure all contract terms align with company policies and regulatory requirements.
  • Sales and revenue generation: Manage the entire sales cycle, from lead generation and prospecting to closing deals. Achieve or exceed new sales targets and growth projections for the government sector.
  • Compliance and reporting: Adhere to all government compliance and ethical standards in every business development activity. Track key performance indicators (KPIs), pipeline growth, and revenue forecasts, providing regular reports to senior management.

Skills and Qualifications

To be successful in this role, you must have/be able to:

  • 8–10+ years of experience in business development or government sales, with a proven track record of winning government contracts.
  • Strong knowledge of government procurement regulations, and contract vehicles.
  • Experience with bidding on large projects and navigating complex government bureaucracies.
  • Bachelor's degree in Business Administration, Marketing, or a related field; a Master's degree is a plus.
  • Proficiency in CRM software (e.g., Salesforce).
  • Excellent communication, presentation, and negotiation skills.
  • Ability to work both independently and collaboratively with internal teams.
  • Proven ability to build and maintain relationships with diverse stakeholders.
  • Willingness to travel as needed for client meetings, industry events, and conferences.
