Job Description:

We are looking for a highly skilled Business Analyst with expertise in eliciting and documenting requirements. This role is part of a collaborative and agile team that supports and builds modern, standards-based responsive web applications for mission-critical health IT solutions.

Basic Requirements:

  • Ability to obtain a U.S. Federal Position of Trust clearance designation.
  • Must reside in and be able to perform work in the United States.
  • Must have lived in the United States for 3 of the last 5 years.
  • Bachelor's degree (bachelor's degree in computer science or equivalent preferred).
  • At least 5 years in leading requirements capture, management and analysis activities along all phases of the agile software development life cycle, including conducting user interviews, leading and facilitating JAD sessions, and developing business process models and formal specifications or 10 years of experience will satisfy education and experience requirements.
  • Two (2) or more years of experience working with Federal Healthcare IT Projects. Other government contract project management experience will be considered.

Additional Qualifications:

  • Excellent oral and written communication skills and must be detailed oriented.
  • Must be able to effectively and professionally communicate to management, peers and customers as well as demonstrate sound judgment/reasoning skills.
  • Expertise with Microsoft Office applications (Word, Excel, Power Point, SharePoint, etc).
  • Proficiency with Google Workspace tools, including Docs, Sheets, Slides, Drive, and related collaboration platforms.
  • Expertise with Agile tools like Jira, Confluence, Slack, and Trello.
  • Must have intermediate skills with Microsoft Project and Planner.
  • Experience supporting User Acceptance Testing (UAT) of software.
  • Must be able to obtain a Position of Trust designation.
  • Knowledge of flow charts and UML using Visio or similar tools will be plus. 
  • PMP certification or Business Analyst certification is plus.
  • Certified Scrum Master (CSM) or Professional Scrum Master (PSM) is a plus.
  • Knowledge of Healthcare, Medicare & Medicaid systems & data is a plus.
  • Knowledge of Visio or Sparx Enterprise Architect. 

Responsibilities:

  • Collaborate with customers, end users, and contractors to gather, analyze, and document high-level and detailed business, functional, and technical requirements, translating them into clear functional and technical specifications.
  • Conduct Joint Application Design (JAD) sessions with key stakeholders (internal and external) to confirm technical requirements, preexisting conditions and/or dependencies.
  • Support User Acceptance Testing (UAT) to ensure the final product solves the original business problem/requirements
  • Update user manuals, demonstrating technical writing ability and understanding of the application.
  • Ability to conduct quality reviews of role appropriate deliverables (i.e., User Manuals, Implementation Test Summary Reports, Backlog lists, etc.).
  • Evaluate, document, and maintain business process workflows, identifying “as-is” and “to-be” states to streamline processes, eliminate redundancies, and improve efficiency.
  • Assess requirements to identify potential scope limitations or constraints, documenting findings and escalating risks or issues to appropriate stakeholders.
  • Develop Change Requests per established policies and procedures.
  • Develop user stories and requirement documents as per project standards and guidance.
  • Follow agile methodology (Scrum/Kanban) and deliver requirements/specifications for sprint teams.
  • Provide clear qualitative and quantitative information to teams and stakeholders.
  • Collaborate with development and testing team to implement requirements as per functional specifications.
  • Support change control processes established to monitor and control project scope.
