Role Overview

We are seeking an experienced Business Analyst to provide a comprehensive range of I&IT business analysis services for stakeholders with diverse business and technology needs. The successful candidate will work with business stakeholders and subject matter experts to gather, document, analyze, and validate business requirements.

The role involves assessing business problems and opportunities, identifying requirements that enable appropriate I&IT solutions, supporting business process improvements, and establishing effective business analysis practices, processes, and standards.

Key Responsibilities

  • Lead and conduct business analysis at varying levels of detail throughout the project lifecycle.
  • Assess business problems and opportunities and translate business needs into requirements that can be used to determine appropriate I&IT solutions.
  • Lead and facilitate workshops to elicit, review, document, and confirm business requirements, business process reengineering, business models, business rules, and user interface requirements.
  • Develop effective requirements-gathering approaches, including workshops, JAD sessions, interviews, and mockups.
  • Create user stories and support the development of UX, functional, and technical designs.
  • Conduct business modeling, use-case modeling, conceptual and logical data modeling, process and data-flow modeling, business rules definition, and non-functional requirements analysis.
  • Develop context diagrams, use cases and use-case models, process maps, stakeholder maps and assessments, and system diagrams.
  • Apply process reengineering concepts to identify business improvements and cost-effective service-delivery approaches.
  • Develop strategies, business cases, options analyses, cost-benefit analyses, ROI assessments, and feasibility studies for business I&IT initiatives.
  • Develop performance measures and traceability matrices and conduct follow-up assessments.
  • Monitor progress, resolve problems, and communicate status to stakeholders.
  • Support quality assurance and user acceptance testing to validate requirements against system functionality.
  • Define change scope, conduct impact analysis, and develop training and communication strategies to support end-user adoption.
  • Support ongoing production and configuration management and resolution of production problems.
  • Participate in request-for-proposal processes, including requirements definition and evaluation of vendor responses.
  • Identify, assess, communicate, and mitigate risks throughout the project lifecycle.

Business Analysis & Technical Skills

  • Strong experience leading requirements workshops and stakeholder elicitation sessions.
  • Strong Agile knowledge with the ability to convert complex requirements into manageable development deliverables.
  • Hands-on experience creating user stories and use cases.
  • Experience supporting UX, functional, and technical designs through iterative development cycles.
  • Experience with Agile/Scrum environments, including sprint planning and daily standups.
  • Experience with business process mapping, business functional modeling, business event modeling, and process reengineering.
  • Experience developing conceptual and logical data models and process/data-flow models.
  • Understanding of enterprise business architecture.
  • Strong knowledge of the software development lifecycle, software design, integration, database concepts, and user-interface design principles.
  • Experience with change management, quality assurance, risk management, disaster recovery planning, and business continuity planning.
  • Experience with business analysis and project management tools such as DevOps, MS Visio, Figma, CASE tools, and other modeling tools.
  • Familiarity with QA methodologies, testing processes, and UAT.
  • Familiarity with user-centred design principles.
  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Knowledge and understanding of AODA and related regulations and standards.

Experience

  • Experience working as a Business Analyst or Functional Consultant on medium to large-sized projects.
  • Experience developing business cases from start to finish.
  • Experience conducting business analysis reviews, options analysis, and recommending changes and contingency provisions.
  • Experience providing technical leadership, functional business analysis, and architecture expertise to project teams and stakeholders.
  • Experience with service delivery management, portfolio/program/project management, and resource management.
  • Experience assessing business requirements and evaluating alternative technology solutions to identify cost-effective approaches.
  • Experience planning, coordinating, and leading business analysis, process improvement, architecture, or infrastructure initiatives within risk, time, and resource constraints.
  • Hands-on experience working within Agile or Scrum environments.
  • Experience supporting organizational change and end-user adoption.
  • Experience with budget estimation, cost-benefit analysis, and ROI assessments.
  • Experience balancing competing priorities and managing stakeholder expectations.
  • Previous Ontario provincial government or broader public-sector experience is an asset. ,

Communication & Interpersonal Skills

  • Strong written communication skills and the ability to prepare clear, concise, and comprehensive reports, reviews, assessments, presentations, and briefing materials.
  • Ability to explain complex ideas to both technical and non-technical stakeholders.
  • Strong customer-service and stakeholder-management skills.
  • Ability to clearly communicate design concepts and development processes.
  • Ability to adapt to changing requirements and dynamic business environments.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Strong collaboration skills and experience working with cross-functional teams, including developers, QA professionals, and business stakeholders.
  • Strong interpersonal and negotiation skills with a track record of meeting deadlines. ,

Must-Have Qualifications
