This position is for a Business Analyst who will support implementation of Okta authentication effort for multiple applications and systems on the ESA V program. ESA V is an IT applications and infrastructure services program supporting several customers within the Department of Justice (DOJ), including the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The program provides a range of IT services, including software application support, help desk, deskside support, Windows workstation engineering and maintenance, managed print services, ITSM, Active Directory services, and video conferencing.

The program provides software development support for a variety of ATF custom software applications; these needs are growing as we support the customer’s move to the cloud and the associated application migration and modernization, and we are expanding our team. The successful candidate will be required to coordinate system requirements with technical resources, project managers, and customers at various levels. Responsibilities will include analysis, change management, coordinating and tracking of information on high visibility and tightly scheduled large projects with customers and deadlines. The candidate will also be required to support in development of solutions that require depth of technical knowledge and understand through discussions with the technical team.

This position is 100% remote and requires working in a fast-paced, dynamic environment; this position also offers the ability for significant virtual support. Excellent communication skills are required to interact with the customer and program team. This position is contingent on receipt of required clearance from the Government customer.

Required Clearance: Candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access to the customer’s information. US Citizenship is required. Current clearance is not required, but selected individual cannot start the assignment until the required security clearance is granted by the customer.

Note: This position is pending funding and the anticipated Period of Performance is 10/1/26- 9/30/27 .

Primary Responsibilities

  • Analyzing, evaluating, and documenting application/system functions, settings, configurations, and supporting business processes
  • Gathering key requirements from stakeholders and producing useful reports and analysis
  • Facilitating meetings and presenting reports, analysis, or findings
  • Documenting and effectively communicating the technical migration approach for various systems/applications
  • Documenting, implementing, and maintaining standard operating procedures
  • Validating that solutions meet business needs and requirements
  • Writing user stories, acceptance criteria, and participating in user acceptance testing Develop a thorough understanding of business processes, best practices, and available supporting technology & documentation
  • Training of system owners or end users on new business processes

Required Qualifications

  • Bachelor's degree in computer science or similar field with 8+ years of related experience. High school diploma with an additional 4+ years experience may be considered in lieu of a degree.
  • Must be self-driven and have demonstrated the ability to work independently with minimum guidance
  • Demonstrated multitasking ability, problem solving skills and a consistent record of on time delivery and customer service
  • Business Analysis/Requirements Development Experience
  • Technical Writing and Documentation Experience
  • Explains technical solutions, practices, and procedures to technical resources, project managers, and customers at various levels through excellent written and oral communication skills
  • Excellent teamwork and organizational skills
  • Fluent in use of Microsoft Office Suite

Preferred Qualifications

  • Experience with Identity and Access Management (IdAM) systems and processes, particularly with Okta Integration
  • Understanding of Agile Software Development methodologies
  • Experience performing testing to make sure customer requirements are met

Pay Range:Pay Range $92,300.00 - $166,850.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
