We’re looking for a Business Analyst with strong experience in large-scale government initiatives, requirement gathering, process documentation, user training, and product documentation.
In this role, you will work directly with government stakeholders and internal delivery teams to ensure requirement clarity, documentation excellence, stakeholder alignment, and smooth project execution. You will also play a key role in continuously defining project scope, documenting workflows and changes, and ensuring alignment with applicable government and internal standards.

What You’ll DoFirst 30 Days: Foundation & Stakeholder Alignment
- Understand the project context, scope, government client expectations, and delivery milestones.
- Review existing requirement documents, project templates, governance processes, and documentation standards.
- Familiarize yourself with tools such as JIRA, Confluence, MS Visio, and the MS Office Suite.
- Shadow stakeholder meetings and internal discussions to understand workflows, dependencies, and expectations.
- Study the project governance structure, approval hierarchy, reporting processes, and applicable government standards.
- Understand the product, target users, training requirements, and existing user documentation.
- Conduct requirement-gathering sessions through stakeholder interviews, workshops, meetings, and process walkthroughs.
- Continuously support project scoping by identifying, analysing, and documenting business needs, workflows, dependencies, assumptions, and changes.
- Create and maintain key project documents, including:
- Business Requirement Documents (BRD)
- Functional Requirement Specifications (FRS)
- Software Requirement Specifications (SRS)
- Process flows and workflows
- Use cases and user stories
- UAT documents and test scenarios
- Change request and impact analysis documents
- User training materials
- Product manuals, user guides, and standard operating procedures
- Act as a bridge between government client teams and internal development, testing, product, and delivery teams.
- Support change requests, requirement tracking, impact assessment, and version-control practices.
- Participate in project status meetings, requirement reviews, demonstrations, and client presentations.
- Ensure project documentation, workflows, and changes remain aligned with applicable government guidelines and internal delivery standards.
- Coordinate with product and technical teams to ensure user manuals and training content accurately reflect the implemented solution.
- Own end-to-end requirement traceability and ensure alignment across requirements, design, development, testing, training, and delivery.
- Manage UAT support, issue tracking, resolution coordination, closure, and final client sign-offs.
- Maintain complete, structured, and audit-ready documentation trails.
- Ensure effective governance for requirement approvals, scope changes, workflow changes, and change management.
- Continuously review and document evolving project scope, business processes, workflows, and stakeholder expectations.
- Ensure changes are clearly communicated and aligned with government requirements, internal standards, and delivery objectives.
- Own the creation, review, versioning, and maintenance of user training materials, product manuals, user guides, FAQs, and operational documentation.
- Plan and facilitate user training sessions, product walkthroughs, and knowledge-transfer activities for government stakeholders and end users.
- Gather user feedback from training and UAT sessions and translate it into actionable product or documentation improvements.
- Provide continuous improvement recommendations for documentation standards, training processes, stakeholder workflows, and project governance.
- Support the implementation of government-prescribed standards and formats where applicable.
- Bachelor’s or Master’s degree in IT, Business Administration, or a related field.
- 4+ years of relevant Business Analysis experience.
- Strong hands-on exposure to Government or PSU projects.
- Demonstrated experience in requirement gathering, scope definition, process mapping, and change management.
- Proven ability to create structured business, functional, technical, training, and user documentation.
- Experience creating product manuals, user guides, training materials, and standard operating procedures.
- Experience conducting or supporting user training, product demonstrations, and knowledge-transfer sessions.
- Excellent stakeholder communication, coordination, facilitation, and documentation skills.
- Strong understanding of public-sector operations, approval structures, and structured delivery models.
- Ability to continuously track and document evolving requirements, workflows, dependencies, and scope changes.
- Proficiency in MS Visio, JIRA, Confluence, and the MS Office Suite.
- Business Analysis certifications such as CBAP, CCBA, or PMI-PBA.
- Understanding of Agile, Waterfall, and Hybrid delivery models.
- Experience in RFP/RFQ analysis, proposal support, or pre-sales documentation.
- Familiarity with MeitY guidelines, NIC formats, and Digital India frameworks.
- Experience designing training plans, conducting train-the-trainer sessions, or developing e-learning content.
