Business Analyst

Role Overview

We are seeking an experienced Business Analyst to provide a comprehensive range of business analysis services supporting complex business and technology initiatives. The successful candidate will work closely with stakeholders and subject matter experts to gather, analyze, document, and validate business requirements while supporting enterprise architecture and solution delivery initiatives.

Key Responsibilities

• Lead and conduct business analysis to assess business problems and opportunities and document business requirements to support solution development.
  
• Collaborate with stakeholders and subject matter experts to gather, document, and analyze business needs and requirements.
  
• Apply business process re-engineering concepts to identify improvements and cost-effective service delivery approaches.
  
• Lead and conduct business analysis activities throughout all project phases.
  
• Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business and IT initiatives.
  
• Facilitate requirements gathering activities including workshops, interviews, Joint Application Design (JAD) sessions, and mockups.
  
• Conduct business modeling activities including:
  
• Use case modeling
  
• Conceptual and logical data modeling
  
• Process and data flow modeling
  
• Business rules definition
  
• Non-functional requirements definition
  
• Monitor project progress, identify and resolve issues, and provide regular status reporting to management and stakeholders.
  
• Develop performance measures and traceability matrices for business analysis evaluation and follow-up activities.
  
• Prepare business and technical documentation and related agreements.
  
• Support development of user stories and acceptance criteria while working within Agile and DevOps environments.
  
• Contribute to enterprise architecture documentation and governance deliverables.
  

Required Qualifications

Business Analysis Experience

• 10+ years of Business Analyst experience.
  
• Experience delivering Service-Oriented Design related projects.
  
• Experience with systems environments, business analysis, and change management initiatives involving integrated government services.
  
• Experience preparing detailed analysis and recommendations to ensure compliance with public sector, industry, and international standards related to:
  
• Security
  
• Privacy
  
• Accessibility
  
• Ability to identify and support resolution of security issues impacting front-end and integrated systems.
  
• Experience producing business and technical documentation.
  
• Experience with the Zachman Framework.
  
• Experience developing user stories through stakeholder engagement.
  
• Experience drafting acceptance test criteria for development and testing teams.
  
• Experience working within Agile and DevOps environments.
  

Technical Experience

• Knowledge of systems design and development principles, programming concepts, methodologies, practices, and standards.
  
• Strong knowledge of WCAG 2.0 standards and AODA compliance requirements.
  
• Experience creating:
  
• Wireframes
  
• Use Cases
  
• User Stories
  
• Knowledge of Large Language Models (LLM) and Generative AI applications.
  

Project Experience

Minimum 5 years of experience creating enterprise architecture documentation, including:

• Checkpoint/Gating Matrix
  
• Logical Documentation
  
• Physical Documentation
  
• Logical Deployment Models
  
• Physical Deployment Models
  
• Business Architecture Approach Documentation
  
• Sequence Diagrams
  
• Data Flow Diagrams
  
• Architecture governance approval documentation
  

Preferred Skills

• Experience using information retrieval packages.
  
• Knowledge of Information Management principles, concepts, policies, and practices.
  
• Ability to translate business and data requirements into technical specifications.
  
• Experience using business analysis methodologies and techniques, including:
  
• Business Functional Modelling
  
• Business Event Modelling
  
• Business Process Mapping
  
• Experience working with structured, object-oriented, and Agile methodologies.
  
• Experience developing performance measures and conducting post-implementation evaluations.
  
• Strong analytical, problem-solving, decision-making, communication, and negotiation skills.
  
• Demonstrated ability to work effectively within a team environment and meet deadlines.
  

Work Arrangement

• Hybrid work arrangement.
  
• Five (5) days onsite as required by project needs.
