Position Summary:

The Business Analysis and Facilitation SME is a senior expert responsible for analyzing business processes, identifying improvement opportunities, and facilitating cross-functional discussions to develop solutions aligned with USCIS organizational goals. This position acts as the primary liaison between USCIS business units and technical teams, ensuring clear communication, requirements alignment, and successful project implementation throughout the full project lifecycle. Deep expertise in immigration policy, DHS identity management systems, and Agile methodologies is required.

Responsibilities:

  • Analyze business processes and operational workflows across VER and FOD, identifying areas for improvement and developing actionable solutions.
  • Gather, document, and manage business requirements including process flow diagrams, use cases, and functional specifications using knowledge of immigration policy and the USCIS IT landscape.
  • Facilitate cross-functional collaboration and working sessions with stakeholders, business units, and technical teams across USCIS, DHS, and external agencies.
  • Implement Lean and Agile frameworks, measuring impact through performance metrics and user satisfaction surveys tailored to USCIS operational needs.
  • Conduct retrospective analyses, process reengineering efforts, implementation planning, organizational design, and impact assessments.
  • Develop and refine Agile tools, roadmaps, governance models, and prioritization mechanisms for backlog grooming and sprint planning.
  • Support development coordination, operational readiness, and post-production operations.
  • Translate complex technical concepts into actionable business solutions and executive-ready communications.
  • Conduct user acceptance testing (UAT) with documented feedback loops to refine deployments prior to full-scale rollout.
  • Support SAVE optimization and E-Verify program improvements through data-driven business analysis.
  • Performs other related duties as assigned

Requirements

Required Qualifications:

  • Bachelor's Degree in Business, Information Systems, or a directly related field.
  • Minimum 8 years of experience as a business analyst or subject matter expert.
  • At least 5 years supporting federal programs in process optimization, requirements analysis, and system integration.
  • Minimum 5 years of experience with immigration policy and the federal immigration ecosystem.
  • Familiarity with DHS systems used for identity management and immigration status verification.
  • Expertise in requirements gathering, process mapping, and workflow optimization.
  • Strong understanding of Agile methodologies, software testing, and system deployment.
  • Ability to translate complex technical concepts into actionable business solutions.

Required Certifications (One or More):

  • Certified Business Analysis Professional (CBAP) – IIBA
  • Agile Certified Practitioner (PMI-ACP) – PMI
  • OR equivalent professional certification in business analysis or Agile methodologies

Preferred Qualifications:

  • Experience supporting USCIS Verification Division (VER) or Field Operations Directorate (FOD).
  • Familiarity with USCIS Agile Program Management Framework and governance structures.
  • Experience with data analytics tools such as Tableau, Power BI, or Databricks in a federal context.
  • Prior experience with SAVE, E-Verify, or DHS identity verification programs.

This is primarily a work-from-home position, with some travel to Corporate Office area as needed.
