Business Analyst, Advanced

Advanced Systems Design is seeking aBusiness Analyst, Advanced for our client located in Tallahassee, FL.

This position is onsite in Tallahassee, FL, and requires in-person availability starting day 1. 

Job Overview:

Business Analysis and Process Improvement

• Analyze current-state business processes and identify opportunities for improvement, automation, or technology enablement;
• Facilitate interviews, workshops, and working sessions with business and technical stakeholders;
• Develop process maps, business requirements, functional requirements, use cases, and other supporting documentation;
• Identify gaps, constraints, risks, assumptions, dependencies, and opportunities associated with proposed solutions;
• Help stakeholders distinguish the underlying business need from a requested technology solution; and
• Partner with business stakeholders within a specific business function to align technical solutions with overarching Departmental strategies.

Demand Management and Governance

• Support the intake, analysis, and evaluation of technology demands from across the organization;
• Work with stakeholders to develop clear, complete, and actionable demand information;
• Analyze proposed demands for business value, alignment, scope, cost, resource needs, dependencies, risks, and operational impacts;
• Coordinate with appropriate OIT functions to identify technical, architectural, security, service management, and project considerations;
• Prepare information and analysis to support governance discussions, prioritization, sequencing, and investment decisions; and
• Maintain traceability from business need through demand evaluation and, when applicable, project or service delivery.

Stakeholder Engagement and Communication

• Serve as a trusted liaison between business stakeholders and OIT;
• Facilitate productive conversations among stakeholders with differing priorities, perspectives, and levels of technical knowledge;
• Translate complex business and technical information into clear, concise, and understandable language;
• Build effective working relationships with business leaders, subject matter experts, OIT staff, and project teams;
• Present analysis, findings, and recommendations to a variety of audiences, including leadership; and
• Act as a vital liaison between a massive department user base, internal technical teams, and external vendor partners.

Data, Reporting, and Continuous Improvement

• Analyze demand and portfolio information to identify trends, gaps, risks, and procurement opportunities;
• Develop meaningful measures and reporting to improve transparency and support strategic decision-making;
• Help establish and maintain consistent business analysis and demand management practices;
• Identify opportunities to improve processes, tools, documentation, and stakeholder experiences; and
• Contribute to the continual improvement of OIT governance and demand management practices.

Solution and Implementation Support

• Collaborate with project and technical teams to ensure business requirements are understood and appropriately addressed;
• Participate in solution evaluation, requirements validation, testing, and user acceptance activities as appropriate;
• Review proposed solutions against identified business needs and requirements;
• Support the transition of approved demands into projects, services, or other appropriate delivery paths; and
• Act as an active project team member across multiple concurrent projects, occasionally stepping up to serve as a project leader.

Required Qualifications:

• Experience performing business analysis, requirements analysis, process analysis, or related functional procurement evaluations;
• Experience eliciting, gathering, analyzing, documenting, and communicating business processes and system requirements;
• Strong analytical and risk-based problem-solving skills;
• Ability to analyze business processes, identify operational gaps and inefficiencies, and develop practical cost-benefit improvement opportunities;
• Ability to translate end-user friction and field observations into actionable technical specifications and requirements for development teams;
• Strong verbal, written, facilitation, and interpersonal communication skills;
• Ability to work effectively and build consensus with both technical and non-technical stakeholders;
• Ability to act as a strategic bridge between large internal user bases, technical delivery teams, and external vendor partners;
• Ability to balance multiple shifting priorities and drive execution across concurrent operational initiatives;
• Proficiency in developing clear business documentation, process flows, executive presentations, and other analytical procurement deliverables; and
• Capability to work effectively across multiple concurrent projects and navigate changing organizational priorities.
• NOTE: In addition to the above list, the selected Candidate must successfully complete a Level II Background Check.

Preferred Qualifications:

• Experience working in IT governance, demand management, portfolio management, or an enterprise technology procurement environment;
• Experience working with ServiceNow or similar IT management and sourcing platforms;
• Experience supporting technology investment, prioritization, or formal governance deployment decisions;
• Experience working with Project Management, IT Service Management, Enterprise Architecture, Cybersecurity, or Portfolio Management functions;
• Experience facilitating strategic meetings or workshops with business leaders, key stakeholders, and subject matter experts;
• Experience analyzing spend or operational data and developing reports, performance dashboards, or procurement measures;
• Knowledge of business analysis methodologies, process improvement frameworks, Agile, Information Technology Infrastructure Library (ITIL) , or related operational practices;
• Experience navigating compliance and delivery parameters in a large, complex, or public-sector organization;
• Experience working within large-scale enterprise system modernization and digital transformation initiatives;
• Familiarity with supporting continuous software deployment lifecycles and phased implementation roll-out strategies;
• Business analysis, IT service management, process improvement, or related professional procurement certification;
• Knowledge of public sector operations or offender management/correctional systems;
• Familiarity with change management principles to proactively drive system adoption and digital transformation with field users;
• Demonstrated ability to occasionally lead project sub-teams and mentor or coach junior staff members; and
• Professional Certifications: Possession of business analysis or operational support certifications (e.g., Entry Certificate in Business Analysis [ECBA], Certification of Capability in Business Analysis [CCBA], ITIL Foundation).

Education Required:

• A bachelor’s degree from an accredited college or university in Computer Science, Information Systems, Business Administration, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.
