ABOUT OATH:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding more than 250,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
JOB DESCRIPTION:
The Office of Administrative Trials and Hearings Human Resources Department is seeking an experienced individual to serve as the agency’s Benefits and Employee Services Manager. The selected candidate will lead the administration and day-to-day management of employee benefits programs, including health insurance, deferred compensation, pension plans, intermittent and long-term FMLA leave, medical leave, PPL, PFL, military leave, workers’ compensation, and personal leaves of absence.
Responsibilities include, but not limited to:
- Assist employees with benefits enrollment, changes in enrollment, waiver of health benefits, buyout-waiver program, and eligibility-related inquiries
- Communicate updates and changes to benefits plans and programs
- Respond to employee inquiries, troubleshoot issues, and provide guidance regarding benefits programs and procedures
- Manage and coordinate employee separation actions, including resignations, external transfers, suspensions, terminations, and long-term leave requests
- Serve as a liaison with DCAS, OLR, and agency divisions regarding workers’ compensation, extended military leave benefits, dedicated sick leave, and catastrophic sick leave matters
- Administer and coordinate benefits programs related to retirement planning, employment verifications, unemployment insurance, COBRA, and workers’ compensation
- Administer and support the agency’s absence control program
- Develop, coordinate, and conduct HR-related training including new employee orientation, RTK and other training initiatives as needed
- Utilize Excel, CHRMS, and NYCAPS to develop and generate reports and trackers, and conduct trend analysis
- Complete special projects and process improvement initiatives, including blood drives, system enhancements, development of presentations, training materials, reference guides, and reports
- Promote employee financial wellness by providing information and resources on the Public Service Loan Forgiveness (PSLF) Program, the NYC Employee Assistance Program (EAP), and other available wellness benefits
- Ensure compliance with citywide and agency-wide initiatives, requirements and procedures
- Supervise assigned staff, as applicable, and/or serve as project lead or task manager for special projects and cross-functional initiatives
- Assist with other assigned HR tasks, as necessary

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

Skills Required

  • Permanent service in the Associate Staff Analyst title or reachable on the open competitive Associate Staff Analyst Exam 5041
  • Master’s degree in a listed field and one year of satisfactory full-time professional experience in a relevant area
  • Bachelor’s degree and three years of satisfactory full-time professional experience in a relevant area
  • Associate degree or 60 semester credits and five years of satisfactory full-time professional experience in a relevant area
  • High school diploma or equivalent and seven years of satisfactory full-time professional experience in a relevant area
  • Equivalent combination of education and experience, including a high school diploma and at least one year of relevant experience
