GENERAL DESCRIPTION:

The Benefits Analyst is responsible for the administration, analysis, and continuous improvement of employee benefits programs. This role supports the design and delivery of competitive, compliant, and cost-effective benefits offerings. The analyst partners with HR, vendors, and leadership to ensure a positive employee experience while maintaining regulatory compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Benefits Administration
Administer day-to-day operations of employee benefits programs including health, dental, vision, life insurance, disability, retirement plans, and wellness initiatives
Maintain accurate benefits data in HRIS and vendor systems
Manage enrollments, changes, terminations, and life event updates
Reporting & Analysis
Analyze benefits data, trends, and utilization to provide insights and recommendations
Prepare reports on plan performance, participation rates, and costs
Support budgeting and renewal processes
Vendor Management
Serve as a primary liaison with benefits vendors, brokers, and third-party administrators
Monitor vendor performance and resolve service issues
Compliance & Governance
Ensure compliance with federal, state, and local regulations (e.g., ACA, ERISA, COBRA, HIPAA)
Support audits, filings, and reporting requirements (e.g., 5500, nondiscrimination testing)
Maintain plan documentation, SPDs, and summaries of material modifications
Open Enrollment & Communication
Coordinate annual open enrollment activities
Develop and distribute employee communication materials and decision-support tools
Educate employees on benefits programs and respond to inquiries
Process Improvement
Identify opportunities to streamline benefits processes and enhance the employee experience
Support system implementations, integrations, and upgrades
Participate in special projects related to total rewards strategy
Performs other duties as assigned.

EDUCATION AND EXPERIENCE:
Required:
Bachelor’s degree in human resources or a related field and two (2) years of experience administering benefits and/or an equivalent combination of experience and education
Experience with HRIS/benefits platforms (e.g., Workday, ADP, SAP) preferred
Preferred:
Bilingual
Certification such as CEBS, PHR, SPHR, or SHRM-CP/SHRM-SCP
Experience working with brokers or consulting firms
MATHEMATICAL SKILLS:
Basic math skills required.
Ability to work with reports and numbers.
Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.
REASONING ABILITY:
Ability to apply common sense understanding to carry out simple one or two-step instructions.
Ability to deal with standardized situations with only occasional or no variables.
COMPUTER SKILLS:
Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
Ability to utilize Internet for resources.
CERTIFICATIONS, LICENSES, REGISTRATIONS:
Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain Texas Driver License within three (3) months of employment.
Liability insurance required if employee will operate personal vehicle on Center property or for Center business. Must be insurable by Centers liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.

While performing the duties of this job, the incumbent is regularly required to talk and hear, use hands and fingers to operate a computer and telephone.
Due to the multi-site responsibilities of this position the incumbent must be able to carry equipment and supplies.

Positions that are “community-based,” in whole or part, require the incumbent to travel between various worksites within his/her workday/workweek. The incumbent is required to have reliable transportation that can facilitate this requirement. The incumbent is further required to meet the criteria for insurability by the Center’s risk management facilitator; and produce proof of minimal auto liability coverage when applicable. Failure to meet these terms may result in disciplinary action up to and including termination of employment, contract or other status with Metrocare.

Employees in this role are expected to maintain composure under pressure, exercise sound judgment, and follow established protocols to ensure a safe and secure work environment. Ongoing training in crisis intervention, de-escalation techniques, and workplace safety is provided.
