BASIC FUNCTION:

In close partnership with the VP of Workforce Development, lead semiconductor industry workforce development coordination across New York State, a key part of the Governor’s Office of Semiconductor Expansion, Management, and Integration (GO-SEMI). Work with key regional and statewide stakeholders on the alignment and development of workforce development programs for the semiconductor industry. The AVP is responsible for the direct oversight of GO-SEMI’s workforce data reporting, staff management and the development of new strategies for industry-driven workforce development.


WORK PERFORMED:

  • Co-lead the design, implementation, and ongoing management of high-priority workforce development initiatives to meet the evolving needs of New York employers and job seekers in the semiconductor industry. This will include, but is not limited to, the development of program guidelines, direct engagement with grantees and stakeholders, and coordination with other ESD divisions and NYS agencies.
  • Supervise GO-SEMI, Workforce Data and Metrics Manager in reviewing workforce talent projections for in-demand occupations.
  • Build and maintain relationships and partnerships with governmental and quasi-governmental entities, business groups, community-based organizations, training and education providers, and higher education institutions across New York State.
  • Develop a statewide workforce inventory of training and education programs to meet the needs of the semiconductor industry.
  • Plan and facilitate necessary community and stakeholder engagement meetings and events.
  • Public speaking and presentations at stakeholder events and public meetings. 
  • Coordinate marketing and promotion of careers in the semiconductor industry to prospective audiences. 
  • Identify existing training and education programs to expand the capacity of, and those that could be scaled. 
  • Present written and oral summaries of GO-SEMI activity to executive management, as requested.
  • Coordinate with the Office of Strategic Workforce Development on funding and programs when relevant. 
  • Maintain working knowledge of advanced manufacturing and semiconductor industry trends and provide the VP with actionable insights.
  • Support internal planning and development of new strategies and programs for semiconductor industry workforce development initiatives. 
  • Other duties as assigned. 
  • Travel throughout the state is required.


MINIMUM REQUIREMENTS:

Education Level required: Bachelor’s degree, or associate degree with four to eight years of equivalent work experience.

Relevant experience required: 5+ years relevant experience required. 7+ years relevant experience preferred. Experience in semiconductor industry and / or workforce development preferred. 

Skills required: Workforce development program development, implementation, and evaluation; partnership building; stakeholder and community engagement; government relations; public policy; basic data analysis; problem solving and critical thinking; public speaking; excellent written and oral communication; strong computer skills. 

Skills Required
