The Department of Economic Development is looking for an Attorney III to add to their team! This position will report directly to the agency's deputy director. The Attorney III will be responsible for coordinating agency legislation and ensuring the department is in compliance with relevant state and federal laws.

Job Duties:  Supporting the agency with the negotiation, drafting, and interpretation of contracts, grants, agreements, and procedures. Assisting with management of the agency's statutory, regulatory, and contractual obligations. Providing legal support to the agency, including Nebraska Tax Incentive programs. Monitoring and tracking legislative proposals, regulations, and policy developments at the local, state, and federal levels; and conducting comprehensive policy analyses regarding the potential impact of proposed legislation and regulatory changes on the agency. Supporting the director and the agency in state legislative efforts, monitoring legislative hearings and studies, responding to legislative requests, conducting research, preparing fiscal notes and agency impact statements, and managing communications with legislators and lobbyists. Coordinating and providing assistance with drafting legislation, amendments, written comments, and testimony for public hearings. Coordinating and assisting with drafting agency responses for state legislative, congressional, gubernatorial and constituent-related inquiries. Assist the agency’s Public Information Office with official agency responses as requested. Coordinating and attending meetings with stakeholders, legislators, legislative staff, and the Governor’s Policy and Research Office. Other duties as assigned within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies

Legal Qualifications: In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of l943, incumbents in this class must be admitted to the Nebraska Bar.

Preferred Qualifications: Knowledge of or experience with Nebraska’s legislative process, experience with Nebraska Tax Incentive programs. 

Other: This position requires travel; most travel will be local. Occasional travel of longer distances may be required. As such, the incumbent must be able to present a valid driver’s license or another form of reliable transportation. Regular and reliable attendance is required.


 

Knowledge, Skills, and Abilities:  Ability to effectively present positions and initiatives to third parties; develop strategies; research and interpret and apply federal/state policies/procedures; develop and implement policies and procedures; and effectively communicate orally and in writing. Excellent oral and written communication skills and demonstrated work ethic.
