Summary of Job Duties:
The Associate Program Manager directs day-to-day operations on behalf of the Director for the UAMS Centers on Aging (COAs) by implementing program, department, administrative, and campus policies and procedures across all 8 regional sites to promote quality of life and care for older adults. This position serves as the critical operational "glue" aligning regional site operations with central leadership, fostering cohesive communication, and strengthening relationships with community partners, key stakeholders, and collaborators.
Qualifications:

Bachelor's degree in Technical Writing/Marketing/Communications/Business Administration, or related field, plus two (2) years of experience in grants, technical writing, and/or marketing experience required.

Knowledge, AKills & Abilities:

  • Trained in Microsoft Office.

  • Marketing Strategies in print and social media.

  • Writing proficiency in articles and grants. 

  • Project and program management with strategic planning. 

  • Community development and collaboration.

Preferred Qualifications:

  • Master's degree in Business, Public Administration/Marketing/Professional and Technical Writing

  • 5 to 10 years of related experience.

  • Grant Certified

  • Bilingual - Spanish and other languages.

  • Trained and skilled in using the WorkDay program and Microsoft Office. Grant experience in healthcare and health outcome programs.

Responsibilities:

  • Serves as the vital operational "glue" and primary communication link between all 8 regional Centers on Aging sites and central leadership to ensure network unity and structural alignment.

  • Drafts, formats, and synthesizes detailed administrative, quarterly, and annual reports—including Arkansas Tobacco Settlement Commission submissions and other program/grant reports—and provides them to the Director for proofing, edits, and final sign-off before official submission. 

  • Assists the Director with administrative scheduling, workload distribution across the network, records maintenance, and personnel evaluation recommendations. 

  • Oversees and implements cohesive statewide marketing and public relations strategies across all channels, including the website, Facebook, print advertisements, and informational publications to meet ATSC indicators and other grant deliverables.

  • Proactively researches and identifies new federal, state, and private grant funding opportunities aligned with the COA mission. 

  • Leads the collaborative creation, technical writing, and formal submission of competitive grant and project proposals. 

  • Establishes precise, structured project timelines and milestones for all active grants and community initiatives.

  • Monitors and oversees all awarded grant funds, tracking execution and ensuring 100% compliance with stated grant deliverables. 

  • Identifies, develops, and negotiates contracts to support community partnerships, working closely with the Business Manager to review and renew active agreements. 

  • Continuously monitors regional operations to identify procedural gaps, systemic inefficiencies, or implementation delays across the 8 sites.

  • Collaborates diplomatically with regional site directors and staff to design, communicate, and deploy tactile, mutually agreeable solutions to operational challenges.

  • Develops streamlined workflows and standardized internal administrative processes to ensure consistent operational standards network-wide. 

  • Serves as the principal department liaison to internal UAMS support structures, including, but not limited to, IT, Telecommunications, Fleet, Creative Services, Grants Accounting, and Marketing. 

  • Maintains rigorous regulatory compliance across the network by directly educating regional staff on policy updates and operational guidelines. 

  • Coordinates, schedules, and tracks mandatory staff training programs across all campus nodes. 

  • Provides analytical support for the internal evaluation of UAMS COA community programs, serving as a specialized resource for field staff providing consultation and referral services. 

  • Provides other duties as assigned.
