The Role

Associate Director, Strategic Information

This position will be responsible for technical leadership of strategic information, including monitoring, evaluation, reporting, and health information systems across the Meeting Targets and Maintaining Epidemic Control (EpiC) project portfolio. This work currently includes HIV, global health security (GHS), nutrition, maternal, newborn, and child health (MNCH), procurement and supply chain management (PSM), and general health system strengthening support. The Associate Director will lead a team of strategic information experts to ensure the project and the Government of Nepal have strong data management protocols and systems, are using data to inform decision making, and report project results to the United States Government, headquarters, and other stakeholders as required. The Associate Director will work closely with the EpiC Nepal Project Director and other senior project leaders, the United States Department of State, senior government officials, and technical backstops in MNCH, nutrition, procurement, strategic information, and program management to achieve ambitious results quickly.  

KEY RESPONSIBILITIES

  • Oversee two team leads, one in HIV, and the other covering other technical areas, to ensure that these leaders and their staff can meet all project objectives in monitoring and evaluation while working with internal and external focal points to strengthen health information systems.
  • Oversee the work of an expert in health information systems to develop and improve information systems and their use across various platforms, including but not limited to: Maternal Perinatal Death Surveillance and Response (MPDSR) system, Minimum Service Standards (MSS), Public Asset Management (PAMS), and District Health Information System II (DHIS2) tracker, Integrated Health Information Management System (IHIMS), as well as those used to conduct zoonotic disease surveillance.
  • Strengthen the data management and data quality capabilities of dozens of implementing partners, public and private sector health facilities, and the Government of Nepal at all levels.
  • Develop and improve data visualization systems internally, with implementing partners, and with the Government of Nepal.  
  • Liaise with government focal points in the Ministry of Health and Population, United States Department of State, subnational government leaders, and other international and national nongovernmental organizations working to advance project objectives and ensure efficient and effective implementation.
  • Manage annual data quality assurance (DQA) activities in alignment with FHI 360 and Government of Nepal standards, develop and ensure implementation of improvement plans.
  • Provide technical assistance for the development, review, and testing of standard operating procedures, quality improvement tools, and job aids.
  • Liaise with FHI 360 experts in all technical areas of implementation and strategic information to ensure technical excellence and alignment with FHI 360’s reporting platforms.
  • Develop Power BI dashboards to visualize project results, train others to understand and use the dashboards in their work. Document project results in presentations and reports.
  • Manage reporting into United States Government management data platforms including Data for Accountability, Transparency and Impact Monitoring (DATIM).
  • Work closely with supervisor, direct reports, and FHI 360 finance and operational teams to ensure the project is delivered on time and on budget.
  • Lead the implementation of quarterly work plans and collaborate with finance teams to ensure accurate budget tracking. Contribute to the preparation of program reports, monthly updates, other necessary technical documents and documentation of successes, lessons learned and good practice.
  • Provide technical expertise in preparation and review of project-related documents.
  • Coordinate with the project’s technical experts to ensure seamless integration of data systems within and across project activities.
  • Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
  • Ability to travel 20-30% outside Kathmandu.
  • Perform other duties as assigned by FHI 360 Country Representative/EpiC Nepal Project Director and/or other supervisors.
REQUIREMENTS
  • Master's degree in statistics, public health, behavioral and social sciences, or a related field with five years of leadership experience in strategic information for public health programs, or a bachelor's degree with over eight years of experience as mentioned. 
  • Experience contributing to national and subnational standards in data management in health (ideally in HIV, nutrition, GHS, and/or MNCH) with a history building the capacity of others.
  • Ability to communicate and coordinate with stakeholders.
  • Ability to work efficiently and effectively in an international environment.
  • Strong coordination, communication, and interpersonal aptitudes.
  • Proactive at managing multiple tasks, supervising others, and working in the virtual work environment, must be open to managing time for working with teams in different time zones as needed.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Advanced skills in Excel, Power BI, data visualization, and PowerPoint required, additional expertise in coding and/or the use of statistical software preferred.
  • Ability to use various computer and communication platforms in a professional environment. Experience using Microsoft Office coordination tools (Teams, Outlook, SharePoint, etc.) an advantage. 
  • Excellent oral and written English and Nepali including documentation skills.
