Job Description

AECOM is seeking an Associate Analyst (Project/Cost Controls Engineer) to support a major public-sector capital improvement program in California. This position will provide project controls, cost management, scheduling, and reporting support across a regional portfolio of complex capital projects.

Working closely with Senior Project Managers and program leadership, the Project Controls Analyst will help maintain accurate and timely project information, monitor financial and schedule performance, and support portfolio-level reporting and decision-making. This is a program-wide position supporting multiple concurrent projects rather than a single project assignment.

The responsibilities of this position include, but are not limited to:

  • Maintain and analyze project cost, schedule, and performance data across an assigned portfolio of capital projects.
  • Prepare, update, and distribute monthly project status reports, executive summaries, dashboards, and other portfolio-level reporting.
  • Monitor project budgets, commitments, expenditures, forecasts, and available funding throughout the project lifecycle.
  • Track invoices, change orders, contingency utilization, encumbrances, and expenditures against approved project budgets and appropriations.
  • Support the development and maintenance of project schedules, milestones, and critical path activities using Primavera P6, Microsoft Project, or similar scheduling tools.
  • Identify cost, schedule, and performance trends and assist project leadership in evaluating potential impacts and corrective actions.
  • Maintain project risk registers, action-item logs, decision logs, and other project controls documentation.
  • Support preparation of capital budget requests, budget change packages, funding documentation, planning studies, and related financial analyses.
  • Compile, validate, and analyze project information used for client leadership, oversight committee, and government agency reporting.
  • Support procurement and solicitation activities for Design-Build and other alternative project delivery methods, including development and organization of supporting project documentation.
  • Perform cost benchmarking and comparative analysis using completed capital projects and relevant industry data.
  • Coordinate with project managers, cost professionals, schedulers, consultants, designers, contractors, and other stakeholders to obtain accurate and timely project information.
  • Assist with maintaining consistent project controls processes, reporting standards, and data quality across the regional portfolio.
  • Support project and program leadership with ad hoc cost, schedule, financial, and performance analyses as needed.

Qualifications

Minimum Requirements

  • BA/BS degree in Construction Management, Engineering, Finance, Business, Architecture, or a related field plus six (6) years of relevant experience in construction project controls, capital program analysis, cost management, scheduling, or a related field, or demonstrated equivalency of experience and/or education.

Preferred Qualifications

  • Experience supporting large, complex capital improvement or facilities programs.
  • Experience working on public-sector, government, judicial, civic, higher education, or institutional capital projects.
  • Demonstrated experience with project cost controls, forecasting, budgeting, change management, and financial reporting.
  • Experience developing and maintaining project schedules using Primavera P6, Microsoft Project, or similar scheduling software.
  • Advanced proficiency with Microsoft Excel, including data analysis, reporting, formulas, pivot tables, and large data sets.
  • Experience developing project dashboards, portfolio reports, executive-level reporting, or performance metrics.
  • Familiarity with public-sector capital budgeting, appropriations, encumbrances, and funding processes.
  • Experience supporting Design-Build procurement or alternative project delivery methods.
  • Experience with cost benchmarking, estimating, or analysis of historical construction cost data.
  • Strong analytical and problem-solving skills with the ability to identify trends, discrepancies, risks, and potential project impacts.
  • Strong written and verbal communication skills with the ability to coordinate effectively with project teams, consultants, contractors, and client stakeholders.
  • Ability to manage competing priorities and maintain accurate project information across multiple concurrent projects.
