Position Summary
The Assistant Treasurer will utilize Capital Markets expertise to help manage the Bank’s asset & liability positions of the Bank’s balance sheet through active management of trading functions. This includes executing balance sheet composition strategy and exploring revenue opportunities within the Bank’s risk appetite. This individual will be responsible for the Bank’s debt market issuance, maintaining Office of Finance and dealer relationships, overseeing the trade execution associated with daily cash management, term investment and derivative hedging activity while ensuring operational efficiency. They will work in conjunction with Capital Markets senior leadership to develop and implement investment strategies, including strategies across but not limited to MBS, Agency, Housing Finance Agency, Repo, Treasury and Community Development Financial Institution bond issuance.
Primary Success Factors

Helps direct asset and liability positions of the overall balance sheet under the direction of ALCO. This includes ensuring the trading strategy to achieve balance sheet composition and exploring revenue opportunities.

Manages and directs the trade execution of the Bank’s investment portfolios which includes the MBS and non-mortgage portfolios as well as mission-related (i.e., Housing Finance Agency) and short-term liquidity positions.

Assists in the financial management, marketing, and development of the mortgage program.

Manages and directs the Bank’s funding portfolio through the development and execution of funding and hedging strategies in partnership with Senior leadership in Capital Markets.

Manages the Bank’s derivative portfolio and directs the development and execution of off-balance sheet hedging programs.

Manages and directs the Bank’s liquidity management activities which includes maintaining regulatory and internal requirements.

Manages and directs the daily pricing of the mortgage partnership finance program (MPF).

Serves in an advisory role on financial matters to Capital Markets leadership and Executive Management. Present to the Board of Directors as appropriate on Capital Market or emerging market issues.

Provides information and insights to support long-term financial planning.

Monitors market conditions and trends, financing techniques and programs, and the regulatory environment. Evaluates competitive conditions in the mortgage origination and servicing markets with an emphasis on the secondary market.

Participates as a voting member of ALCO.

Help direct Capital Markets staff’s interactions with IT staff to design and implement efficiencies in support of portfolio management and analysis.

Exercises the usual authority of a manager including personnel decisions regarding hiring, training, and development, assigning work, performance management, salary actions, and initiating corrective actions and terminations.

Responsible for ensuring the trade execution of capital market DE&I growth strategy. Focus is on investment & debt activities.

Maintains Office of Finance debt market and Wall Street relationships.

Communicates with regulatory bodies for Capital Market activities.
Required Experience
-
Bachelor’s degree in finance, economics, or mathematics, or equivalent experience; MBA or CFA highly preferred.

Minimum of ten years in banking or capital markets, or equivalent .

Minimum of five years managing in capital markets and leading teams.

Proven asset & liability strategy and leadership capabilities. Investment portfolio, derivative expertise, strategy, extensive capital markets, investment portfolio management and liability / debt market experience.

Experience interacting with regulators, auditors and communicating with the Board of Directors.

Expertise in fixed income instruments (multiple MBS sectors, debt markets, derivatives strategy and execution, Agency debentures, Treasuries, and the mortgage industry).

Deep understanding of macroeconomic activity & its impact on capital markets.

Strategic portfolio management skills with demonstrated ability to strategically balance risk, pricing and profitability.

Strong communicator: ability to communicate complex strategy, concepts and ideas at executive management and Board of Directors levels.

Proven leader, ability to influence and motivate others and drive results.

Ability to lead & develop talent.

Comprehensive knowledge of information systems and accounting policies.

Comprehensive understanding of current practices with respect to using and valuing options and experience using derivatives.

Proactive problem solver who communicates issues and recommends solutions to Bank management.
