The Assistant Procurement Manager will play a key role in building and scaling the Group Procurement function, with a focus on category management and procurement transformation. The role will own selected indirect spend categories—including Logistics & Supply Chain, Marketing, and Technology—driving sourcing strategies, negotiations, supplier performance, contract management and measurable savings. Working with various stakeholders in Singapore and across the region, the job incumbent will strengthen the procurement operating model by improving source-to-pay processes, spend analytics, reporting, policy compliance and digital tools.
Responsibilities
Category Management and Sourcing
- Main categories include Logistics & Supply Chain, Marketing and Technology
- Build fact-based category strategies covering spend baseline, supplier landscape, cost drivers and market dynamics
- Run end to end competitive sourcing events: Briefing, RFI, RFP and RFQ, cost breakdowns, evaluation criteria and weightings, scoring, recommendation and award
- Lead and support commercial negotiations on total cost of ownership, including demand management, specification challenge and consolidation opportunities
- Work with Legal to paper what we buy, covering standard templates, terms, renewals and expiries, and keep the contract record current for your categories
- Establish supplier performance management for key suppliers through scorecards, business reviews and improvement plans
Process Improvement and Source-to-Pay
- Design and continuously improve the upstream source-to-pay process
- Digitalize the procurement toolkit, including the requisition, new vendor request, sourcing waiver, vendor assessment and tender pack, and build the routing behind them in Concur and lightweight workflow tools
- Drive purchase order discipline and policy compliance
- Support the roll-out of the Group Procurement Policy and its supporting SOPs, acting as a first point of contact for the business on how to buy
Data, Analytics and Reporting
- Own the Group spend baseline by extracting, cleansing, categorizing and maintaining spend, supplier and contract data drawn from finance and AP systems
- Turn data into usable answers on supplier concentration, tail spend, price and volume variance, contract coverage, compliance rates, pipeline and savings
- Build and maintain procurement dashboards and the monthly reporting pack for the CFO and the Management Committee
- Work with FP&A to define, validate and track budget
Stakeholder Management
- Partner with Marketing, Logistics, IT, Store Operations, Projects, Legal and Finance as a commercial adviser
- Work across markets with teams in Singapore and the wider region
Requirements
- Bachelor's Degree in Business, Supply Chain, Finance, Engineering or a related field
- Minimum 8 years in indirect procurement, with hands-on ownership on categories and sourcing events from end-to-end
- Background in FMCG, Consumer goods, retail, fashion, or fast-moving, multi-market environment a plus
- Possesses professional certification such as CIPS, CPSM, or Lean and Six Sigma
- Experience managing procurement categories in logistics, marketing and/or technology
- Knowledge in Power BI, Tableau, SQL, or Python
- Experience in process improvement or transformation an advantage
- Working knowledge in P2P or S2P platforms such as Concur, SAP, Ariba, Coupa or Ivalua

Skills Required
