Assistant Director of Finance (Purchasing and Support Services) [Role Head of Procurement] (26270045)

Reporting to the Director of Finance, the Assistant Director of Finance will head the Purchasing & Support Services Section of the Finance Office, which the main duties are the following:

Responsibilities:

  • Provide strategic guidance and governance oversight to the procurement team, fostering a culture of continuous improvement, operational excellence, and value creation, while ensuring high-quality products and services from suppliers;
  • Oversee daily procurement operations to ensure procurement requirements, tender specifications, and contract terms align with institutional needs, and lead supplier negotiations to achieve value-for-money outcomes;
  • Facilitate procurement function transformation through the development of demand planning frameworks, category management strategies, and digitalisation initiatives to streamline processes and enhance efficiency as well as cost effectiveness;
  • Provide strategic advice and support on procurement activities, property acquisitions, special projects, ICAC studies, and internal audit reviews to ensure compliance, strengthen governance, and support the successful delivery of institutional projects and operational improvements;
  • Develop and oversee procurement policies, procedures, and sustainable procurement initiatives to ensure regulatory compliance;
  • Supervise the University’s fleet of pool cars and campus mailing services;
  • Support the Director of Finance regarding the administrative and secretary tasks for the certain Tender Boards and committees of the University; and
  • Perform ad-hoc tasks as assigned by Director of Finance.

Requirements:

  • A bachelor’s degree in business administration, Supply Chain Management, Procurement or relevant disciplines. CIPS or similar professional qualifications will be an advantage;
  • Extensive management and relevant experience of at least 15 years, preferably in sizable organisation;
  • Strong analytical, governance, and detail-oriented mindset, with proven ability to exercise sound oversight of procurement operations;
  • Solid experience in e-Procurement system and strong sense of procurement compliance;
  • Strong analytical mind, good interpersonal skills, problem solving skills and ability to face new challenges arise from the change management;
  • Strong leadership and organisational skills in coaching, motivating, and retaining talent;
  • Ability to work under pressure, independently and meet tight deadlines;
  • Experience in public organisation would be an advantage; and
  • Good command of both written and spoken English and Chinese, including Mandarin.

The initial appointment will be offered on a fixed-term contract of 3 years. Re-appointment thereafter will be subject to mutual agreement.

Salary will be commensurate with qualifications and experience.

Skills Required
