Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards the smallest jail system possible without compromising public safety. DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteers, and people in custody inside our jails. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. DOC operates facilities and court commands across the five boroughs with over 7,500 diverse professionals and knowledge experts.
The New York City Department of Correction seeks an Assistant Commissioner of Finance and Fiscal Policy. Reporting to the Deputy Commissioner of Budget and Finance, the Assistant Commissioner leads the Financial Services Division and the Rikers Island Central Cashier's Office, with responsibility for all cash operations of the Department, including its Facility Banking Operations and Personal Expense and Accounts Payable functions. In addition to operational oversight, the position carries a mandate to establish and maintain the division's fiscal policies, and to bring clear, consistent process documentation to both internal and external stakeholders.
Primary Responsibilities include, but are not limited to assisting with:
- Direct all cash operations across the Financial Services Division and the Rikers Island Central Cashier's Office, including bail processing, payments, accruals, and payroll for individuals in custody.
- Oversee accounts payable and ensure timely and accurate processing of capital and expense payments.
- Provide oversight of facility cashier and bail operations, including bail and fine documentation, daily deposits, and transmission of required records to the NYC Department of Finance.
- Ensure accurate and timely review of facility End of Day reconciliations, including verification of prior day deposits, receipts, and disbursements.
- Oversee monthly reconciliation of facility bank accounts, ensuring timely submission, that all funds are accounted for, and that errors are corrected and resubmitted.
- Oversee payroll processing through IFCOM and FMS systems, including vouchering and disbursement of funds to facilities.
- Oversee the Personal Expense and Petty Cash Reimbursement Unit travel mileage and professional licensing and registration reimbursements.
- Maintain the integrity, accuracy, and timeliness of all bank reconciliations and associated cash controls.
- Establish, memorialize, and maintain fiscal policies, procedures, workflows, and processes across the division, documenting current practices, creating procedures where none exist, and improving those already in place.
- Produce clear internal and external messaging on division processes, develop onboarding guidance for incoming staff, and coordinate with the Assistant Commissioner of Capital and Expense Budget and the Fiscal Operations and Analysis unit to standardize and document policies across the full division

Qualifications

1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
