The Asia Pacific Technology Management Office (TMO) is responsible for ensuring Global Technology is accurately represented at both the regional and location level. The remit of the Office includes supporting the APAC and location Technology Operating Committees and Senior Technology Officers (STOs), ensuring an appropriate Technology governance framework exists for our key Business stakeholders (Senior Country Business Managers and Board/Branch committees) and driving improvement initiatives addressing core legal entity reference data and practices.
As a Lead Technical Program Manager in Asia Pacific Technology Management Office , APAC TMO are looking for a highly qualified candidate capable of managing a diverse role spanning: Oversight for managing third-party and inter-affiliate (intra-Bank) outsourcing engagements, including materiality assessments and regulatory notification; Management and uplift of application inventory management processes for APAC locations, which provide enabling reference data for Technology governance and reporting; Support for a location Senior Technology Officer and Technology Operating Committee (TOC) .
The Hong Kong Location Governance VP will report to the APAC Regional and Location Technology Governance Lead.
The right candidate is well organized, articulate, proactive, comfortable with detail, non-hierarchical, likes to execute, wants to develop as a leader and is able to foster strong working relationships with the Business & Enablement Technology teams, and partner functions including Country Business Management, Global Supplier Services, Technology Data Management, Cybersecurity and Technology Controls, Program Management Office (PMO), Compliance, Audit, Finance and others.
Job responsibilities
- Apply a demonstrated understanding of the impact of regulatory change and engagement on Technology; functioning of governance frameworks; and legal entity structures and operating models to the role.
- Oversight for managing third-party and inter-affiliate (intra-Bank) outsourcing engagements, including materiality assessments and regulatory notification where necessary for Hong Kong entities.
- Management and uplift of inventory management processes for Hong Kong entities, which provide enabling reference data for the Technology 'EMR' (Executive Management Reporting).
- Provide support for the Hong Kong Senior Technology Officer and Hong Kong Technology Operating Committee (HKTOC), in their oversight role for Technology (Incidents, Headline Programs, Risk metrics, key regulatory engagements and change, etc.). This includes:
- Ensuring all materials produced for the SEATOC and related artifacts follow global and regional standards
- Supporting the Senior Technology Officer ("STO") on Technology updates and escalations to senior committees
- Engaging in location Technology audits and regulatory assessments where input is required on accountable areas (governance framework, outsourcing, inventory management, etc.)
- Ensuring regulatory submissions are appropriately substantiated, demonstrating adherence to regulatory expectations, and reflecting the balanced feedback of key stakeholders.
- Supporting the STO in discharging their accountability requirements as needed (including submission of accountability statements).
Required qualifications, capabilities, and skills
- Degree or equivalent qualifications; prior experience in Technology is required.
- Over 9 years of experience in Technology, ideally with recent experience in IT management and preferably in the financial services sector in a regional or global capacity.
- Knowledge of legal entity operating models, Board/Branch committee governance structures and management accountability regimes is preferred.
- Experience in facing financial regulators and industry self-regulated bodies
- High level of independence, energy and integrity, demonstrates respect for a diversity of opinions and styles, and accepts accountability and responsibility.
- Ability to work in a demanding, fast paced environment and handle multiple, competing priorities and projects at one time.
- Strong project management and organization skills, with the ability to execute quality output and strong attention to detail.
- Proficiency MS-Excel, MS-PowerPoint, MS-Visio & MS Project skills with working knowledge of SharePoint.
