Apogee has an exciting new opportunity for a Senior Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Directorate for Enterprise Information Systems (DIR EIS). 


This is a full-time opportunity located at MacDill, AFB, FL.

Responsibilities
  • Develop research, development and acquisition management system documentation, to include supporting Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS) Acquisition Program Baselines, (APB), Acquisition Decision Memorandums (ADM), test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, Technology Insertion Roadmaps, Transition Agreements, Congressional Briefings and responses to Congressional Requests for Information, and Program Objective Memorandum (POM) planning documents
  • Collect and analyze metrics and requirements from supported organizations
  • Develop elements of program acquisition strategies
  • Support/conduct market research
  • Keep program information current and organize data to submit to management for decision making
  • Prepare reports and briefings on program status, policies and procedures, in support of acquisition program milestones
  • Support cost/benefit analysis
  • Analyze effectiveness and efficiency of program; develop recommendations to improve program operations
  • Answer data calls and inquiries on program policies and procedures
  • Monitor programs to ensure compliance with policies and procedures
  • Manage program cost, schedule, performance, and risks in accordance with policies and procedures
  • Coordinate program information with personnel
  • Interpret regulations and directives to determine impact on programs
  • Determine requirements, support government counterparts to ensure execution of programs in accordance with plans, and modify program policies and procedures based on changes to regulations
  • Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues
  • Oversee the allocation of resources based on program requirements
  • Maintain broad understanding of assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP, program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges
  • Apply business practices and market conditions applicable to program and technical acquisition requirements
  • Apply price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position; properly apply funding rules associated with the obligation of multiple types of appropriations
  • Apply precedents found in government contracting case law to specific contracting situations
  • Apply knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types
Qualifications

Minimum Experience:

Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a TS clearance with SCI EligibilityCertifications: DAWIA Practitioner (formerly Level II) Equivalency in the Program Management field; must have completed DAWIA Practitioner non-resident course prerequisites in Program Management or complete within 6 months of hire with approved customer deferralEducation: Bachelor’s degree in acquisition/business or related fieldYears of Experience: 10 years of DoD acquisition experience 

  • 3 years DoD experience in Information Technology
  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System” and the Defense Acquisition Framework process

Skills Required

  • U.S. citizenship
  • Must have and maintain a Top Secret clearance with SCI eligibility
  • DAWIA Practitioner equivalency in Program Management, or completion of DAWIA Practitioner non-resident Program Management prerequisites within six months of hire with approved customer deferral
  • Bachelor’s degree in acquisition, business, or a related field
  • 10 years of Department of Defense acquisition experience
  • Three years of Department of Defense experience in information technology
  • Working knowledge of the Defense Acquisition System under DoD Instruction 5000.02 and the Defense Acquisition Framework process
