Apogee has an exciting new opportunity for a Senior Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Program Executive Office for Tactical Information Systems (PEO-TIS). PEO-TIS is composed of a team of relentless acquisition professionals who consistently team with government and industry partners to rapidly develop and field capabilities that enable the Nation’s SOF Warfighters to win.
This is a full-time opportunity located at MacDill, AFB, FL.
Responsibilities- Prepare SOW, PWS, SAMP, APB, FM worksheet, program protection plan, and annual spend plan build for assigned programs.
- Manage program cost, schedule, performance, and risks in accordance to policies and procedures; formulate proposed mitigations as necessary.
- Support/conduct portions of market research.
- Execute price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; apply funding rules associated with the obligation of multiple types of appropriations.
- Apply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards.
- Support contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types.
- Keep program information current and organize data to submit to management for decision making.
- Prepare reports and briefings on program status, policies and procedures, in support of acquisition program milestones.
- Support cost/benefit analysis.
- Analyze effectiveness and efficiency of program; develop recommendations to improve program operations.
- Answer data calls and inquiries on program policies and procedures.
- Monitor programs to ensure compliance with policies and procedures.
- Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues.
- Maintain PEO-TIS programmatic portfolio and perform records and file maintenance on file storage repositories.
Minimum Experience:
Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a TS clearance with SCI EligibilitCertifications: DAWIA Practitioner (formerly Level II) Equivalency in the Program Management field or ability to attain within 6 months of hire with approved customer deferralEducation: Bachelor’s degree in business or a technical fieldYears of Experience: 10 years of DoD acquisition experience
- 3 years of DoD experience in Military Communications
- Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System”
- Working knowledge of project management/scheduling software applications such as MS Project
- Experience with task management systems, proficient in building executive-level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.
Preferred Experience:Education and Experience: Master's degree in Business or Acquisition and 10 years DoD acquisition experience.
- Knowledge of SOF-unique acquisition processes is valued
- Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies highly desired
- Experience staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations is highly valued

Skills Required

- Bachelor’s degree in business or a technical field
- 10 years of Department of Defense acquisition experience
- Three years of Department of Defense experience in Military Communications
- Working knowledge of the Defense Acquisition System under DoD Instruction 5000.02
- Working knowledge of project management and scheduling software such as Microsoft Project
- Experience with task management systems
- Proficiency building executive-level briefings
- Ability to formulate and consolidate official responses to taskers and requests for information
- Master’s degree in Business or Acquisition
- Knowledge of SOF-unique acquisition processes
- Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies
- Experience staffing FM worksheets for AF9 and DD448 funding, developing spend plans, conducting market surveys, and performing technical evaluations
