Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

The EpiC Cameroon buy-in supports the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distance truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program contributes to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target through collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations.

Job Summary:

The accountant reports to the Senior Finance Officer and is responsible for performing accounting functions and conducting the theory and practice of recording, classifying, examining, and analyzing data and records of financial transactions. Reviews and consolidates Country Office financials on a monthly basis. Processes and records journal entries, cash receipts/field cash management, and wire payments. Responds to inquiries and assists in trainings. Maintains general ledger accounts and supporting sub-ledgers and produces various accounting reports. Participates in various accounting projects including external or internal audits, system upgrades, changes to accounting processes or procedures, and other projects as assigned.

Accountabilities:

  • Independently applies accounting principles and practices to a variety of accounting, budgeting, forecasting, cost accounting, and fiscal functions.

  • Reviews and consolidates Country Office financial reports for month-end closings, ensuring accurate account report preparation, reconciliation of accounts, and maintenance of subsidiary ledgers.

  • Demonstrates mastery of Generally Accepted Accounting Principles (GAAP) applicable to the non-profit sector in Cameroon, including the OHADA accounting framework and donor-specific reporting standards.

  • Applies in-depth knowledge of Cameroonian tax law pertaining to non-profit organizations, ensuring statutory compliance (VAT, WHT, CIT), managing tax filings, supporting VAT recovery processes, and advising on tax exemptions.

  • Supports the preparation of annual financial statements and the OHADA annual balance sheet.

  • Reconciles sub-recipients with General Ledger accounts and assists in reviewing inter-department cash requests and journal entries.

  • Participates in internal and external audit requests to ensure sound tax and financial management and prepares field office risk assessment reports.

  • Analyzes financial data to identify cost-saving opportunities and monitors regulatory/tax developments to maintain alignment with legislative changes.

  • Works with administrators to develop and operate accounting control systems, examine financial documents, and prepare reports/statements requiring interpretation and analysis.

Applied Knowledge & Skills:

  • Applies thorough knowledge of financial management, investment capital, risk analysis, debt management, and legal/regulatory compliance pertaining to the respective industry.

  • Proficient knowledge of Generally Accepted Accounting Principles (GAAP), OHADA accounting framework, and Internal Control Fundamentals.

  • Proficiency in spreadsheet software required; excellent quantitative, analytical, and organizational skills.

  • Strong critical thinking and problem-solving skills with the ability to analyze financial data, identify/resolve errors, and prepare financial reports.

  • Fluency in French and English required.

  • Demonstrated sensitivity to cultural differences and understanding of sociopolitical nuances in the operating environment.

Problem Solving & Impact:

  • Analyzes moderately complex business operations, account reports, and financial statements; reviews and determines compliance with laws, statutory tax standards, and internal corporate policies.

  • Reviews and analyzes recommendations from peers and administrators to maintain effective financial control and reporting systems.

Supervision Given/Received:

  • Works under general supervision. Work is reviewed for soundness of judgment and overall adequacy and accuracy.

  • Contributes to the completion of organizational projects and goals.

  • Serves as a resource to others in resolving accounting problems; prior team lead experience preferred.

Education:

  • Bachelor's Degree or its International Equivalent in Accounting, Business Administration, Finance, or a related field.

Experience:

  • Typically requires a minimum of 3+ years of accounting experience in a public accounting firm, non-governmental organization (NGO), or large company.

  • Experience working in non-governmental organizations (NGOs) required; experience operating in insecure environments preferred.

  • Prior team lead experience preferred.

  • Fluency in French and English required.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Less than 10%

The expected hiring salary range for this role is  XAF 8,500,000 - 11,000,000 for annual gross salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
