What You’ll Do:

Navitas is seeking an experienced Senior GIS Programmer / Systems Analyst to support Baltimore County's Office of Information Technology GIS Program and the Office of Planning. This role will be responsible for application development, system analysis, GIS solution design, and ongoing support of enterprise GIS applications.
The selected candidate will play a key role in modernizing the County's Agricultural Preservation Model by upgrading an existing custom ArcMap Add-In developed in C# and Python to an ArcGIS Pro Add-In environment. The consultant will collaborate with business stakeholders, GIS professionals, and technical teams to develop, enhance, and support mission-critical GIS applications and services.

Responsibilities will include but are not limited to:

  • Analyze, design, develop, test, implement, and support GIS applications and systems.
  • Upgrade and modernize the Agricultural Preservation Model from ArcMap to ArcGIS Pro.
  • Develop and maintain custom ArcGIS Pro Add-Ins using C# and Python.
  • Support enterprise GIS environments utilizing ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, ESRI SDKs, and ArcSDE.
  • Create, maintain, and optimize GIS models using ArcGIS ModelBuilder and Python scripting.
  • Develop, modify, and support web and desktop applications using .NET, JavaScript, HTML, and related technologies.
  • Design and maintain database objects including SQL queries, triggers, stored procedures, and views.
  • Develop operational and analytical reports utilizing SSRS and Power BI.
  • Collaborate with business units to gather requirements, analyze workflows, and recommend GIS-based solutions.
  • Participate in system testing, troubleshooting, performance tuning, and production support activities.
  • Create technical documentation, user guides, and system design specifications.
  • Provide technical guidance and knowledge transfer to County staff as needed.
What You’ll Need:
  • Bachelor's degree from an accredited college or university in Computer Science, Information Systems, Business, GIS, or a related field.
  • 5+ years of experience developing and modifying applications using:
    • J2EE
    • .NET Framework/.NET
    • JavaScript
    • HTML
    • C#
    • Python
  • 3+ years of experience working with ESRI technologies, including:
    • ArcGIS Server
    • ArcGIS APIs
    • ArcGIS JavaScript API
    • ESRI SDKs
    • ArcSDE
  • Experience developing ArcGIS Pro and/or ArcMap customizations.
  • Experience with ArcGIS ModelBuilder and Python scripting.
  • Strong knowledge of Structured Query Language (SQL).
  • Experience developing and maintaining:
    • Triggers
    • Stored Procedures
    • Database objects
  • Experience with reporting tools:
    • SQL Server Reporting Services (SSRS)
    • Power BI
  • Strong understanding of relational database concepts and database development.
  • Experience working with:
    • Oracle
    • Microsoft SQL Server
  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and collaboratively within cross-functional teams.
  • Experience gathering business requirements and translating them into technical solutions.
Set Yourself Apart With:
  • Experience upgrading GIS applications from ArcMap to ArcGIS Pro.
  • Experience supporting land management, planning, zoning, agricultural preservation, or environmental GIS systems.
  • Experience working in public-sector or local government environments.
