Consultant or evaluation firm sought to conduct the ACTIVATE Program midterm review. The team will design and implement a mixed-method evaluation, review documents and monitoring data, prepare tools, collect and analyze primary data, assess outcomes and systems, integrate GESI and safeguarding considerations, facilitate validation, and deliver an evidence-based final report with prioritized recommendations and adaptive actions.

Lead development of South Sudan’s national Gender in Education Policy in collaboration with WUSC, the Ministry of General Education and Instruction, and stakeholders. Responsibilities include literature and policy reviews, stakeholder mapping and consultations, workshop facilitation, policy drafting, validation, incorporation of feedback, implementation planning, dissemination, and regular coordination. The consultant will be based in Juba and travel to other states to conduct consultations.

Supports Pan-African project finance through month-end close, reconciliations, journal entries, financial reporting, cash-flow management, budgeting, variance analysis, audit coordination, and internal controls. The role ensures compliance with donor requirements, local regulations, and IFRS while training and supervising finance and non-finance staff. Responsibilities also include ERP and accounting database management, financial modeling, risk mitigation, and preparation of management accounts and financial statements.

Conduct a baseline study for the STEP project in Kenya, validating Theory of Change assumptions, establishing Performance Measurement Framework baselines and targets, assessing youth economic and livelihood conditions, analyzing gender equality, social inclusion and safeguarding capacities, and informing the MERL plan.
