Leads day-to-day HR operations across talent management, talent acquisition, benefits, leave management, employee relations, compliance, and process improvement. Supervises three HR supervisors, advises leadership on complex employee matters, uses workforce metrics to guide decisions, supports audits and risk management, and partners with Finance, Legal, IT, and external vendors to improve employee experience, retention, and workforce stability.

Administers the agency’s hybrid Microsoft IT environment, including Active Directory, Entra ID, Intune, Windows devices, Group Policy, endpoint security, patching, and compliance controls. Provides Tier 2/3 support, troubleshoots infrastructure and security incidents, maintains documentation, trains staff, and supports modernization initiatives. Participates in after-hours on-call response for cybersecurity alerts, outages, and critical technical issues.

Provide Tier 2 technical support and escalation for workstations, endpoints, Microsoft 365 services, MDM, networking, printers, and virtual meeting spaces. Troubleshoot complex issues, document incidents, assist onboarding/offboarding, support HIPAA-compliant security practices, collaborate with MSPs and vendors, and participate in IT projects and occasional after-hours/on-call support.
