Leads enterprise data analytics, reporting, business intelligence, dashboards, data quality, and data governance supporting Texas child welfare services. Oversees data strategy, advanced analysis, system integration, documentation, and actionable insights for leaders, staff, funders, and policymakers. Supervises analytics personnel, manages priorities and budgets, promotes ethical data stewardship, and ensures compliance with child welfare regulations. Requires collaboration with operational leaders and translation of complex data into service improvement and outcome-focused decisions.

Leads the organization’s human resources function, overseeing the employee lifecycle, recruitment, onboarding, employee relations, performance management, training, compensation, benefits, compliance, documentation, and workforce development. Uses HR data to improve retention, satisfaction, diversity, and inclusion. Supervises staff, manages employment-related processes, ensures compliance with employment laws, and represents the organization in unemployment hearings. Requires local and national travel to organizational sites, meetings, training, and events.

Supports legal processing of child welfare permanency cases by coordinating with DFPS, courts, attorneys, law enforcement, CASA, and community partners. Provides policy and legal-process guidance, monitors required documentation and statutory tasks, prepares compliance reports, improves data accuracy, and participates in hearings, mediations, and case staffings. The role also supports quality improvement, professional development, documentation, and regulatory compliance.

Analyzes, cleans, and interprets large datasets to identify trends, errors, anomalies, and data gaps. Creates reports, dashboards, and presentations using data visualization tools; communicates findings and recommendations to support data-driven decisions. Monitors contractual performance outcomes, coordinates with departments and providers to improve data quality, and supports organizational quality-improvement initiatives. Requires approximately five travel trips per month and relevant background-check clearances.

Supports employee relations, performance and disciplinary matters, employment-law compliance, payroll workflows, benefits, leave administration, workers’ compensation, unemployment claims and hearings. Maintains HRIS records and employee files, supports audits and surveys, advises leaders, delivers HR training, and coordinates compliance activities. The role requires regular travel to program locations and occasional national travel.

Provides clerical and administrative support through correspondence, filing, mail handling, scheduling, report generation, data entry, referrals, meeting notes, expense reporting, and record tracking. Supports employee learning programs by developing and updating instructor-led, eLearning, and blended training. Facilitates classes, maintains LMS content and training records, schedules courses, tracks completions, prepares compliance reports, and collaborates with subject matter experts and LMS administrators. Ensures curriculum meets licensing, accreditation, contractual, and regulatory standards while incorporating adult learning principles and organizational policies.

Directs quality assurance and compliance for a child welfare provider network. Oversees audits, risk assessments, corrective actions, regulatory inquiries, policies, data stewardship, documentation standards, and compliance tracking. Supervises compliance personnel, supports budgeting, coordinates with Texas DFPS and external stakeholders, and promotes continuous improvement, ethical data use, and regulatory accountability across programs and service providers.
