Designs and supervises civil construction projects involving water and wastewater, land development, transportation, roadways, and drainage. Estimates project costs and staffing needs, conducts studies, prepares client reports, leads project teams, supervises engineering and field personnel, and supports business development, qualifications statements, and proposals. The role requires creativity, technical leadership, and collaboration with service center managers and clients.
