Prepare calculations, reports, permits, and plan sets; coordinate with agencies; perform construction administration, site visits, RFIs, and shop drawing reviews. Manage multiple tasks, deadlines, quality control, client interfaces, and team performance under project manager supervision.

Provide long-range and comprehensive planning services for local governments, including mapping, demographic and scenario analysis, public meeting facilitation, document and design production, feasibility and market studies, and site entitlement support.

Design and lead traffic signal, ITS, and broadband fiber plans for NCDOT and municipal projects. Perform field investigations, construction inspections, and equipment inventories. Apply NCDOT/MUTCD standards, conduct capacity and signal timing analyses, manage client relationships, support project development, and adhere to schedules and budgets.

Lead project teams and produce contract documents from pre-design through construction, manage budgets and schedules, coordinate with clients/consultants/contractors, provide construction administration, assist with bidding and proposals, serve as Architect of Record, and oversee multiple hybrid project teams to meet timelines, budgets, and design intent.

Monitor and oversee contractor performance on roadway maintenance and construction projects, ensuring contract compliance, work zone safety, and quality standards. Prepare and review daily reports, pay estimates, logs, and compliance documentation. Support emergency operations (storm cleanup, accidents, snow/ice removal), provide on-site guidance and training, and communicate with contractors, utilities, and the public.
