Leads planning, design, environmental review, stakeholder engagement, budgeting, scheduling, and preliminary engineering for an assigned high-capacity transit corridor. Manages staff, consultants, contracts, community and government partnerships, regulatory compliance, project risks, and Board communications. Coordinates with engineering, construction, real estate, communications, and outreach teams to advance transit-oriented development and deliver project decisions, scope, schedule, and budget objectives.

Develops cash flow and present/future value models, forecasts, variance analyses, KPI reporting, and cost-benefit analyses. Prepares budget documents, reconciles financial information, produces management reports, and supports financial systems implementations. The Corridor Manager aligns government and community relations, capital delivery, and CEO office activities for the Tacoma Dome Link Extension. Responsibilities include developing engagement strategies, advising leadership on political and policy issues, coordinating stakeholders, identifying project risks, preparing executives for external engagements, drafting communications and presentations, and managing relationships with elected officials, tribal partners, governments, community groups, and transportation stakeholders.

Supports planning, design, and construction phases of capital transit projects. Coordinates project documentation, schedules, budgets, contracts, consultants, contractors, agency departments, public outreach, meetings, technical analyses, reports, signage projects, and construction activities. Monitors project controls, expenditures, submittals, and compliance while communicating with public agencies, elected officials, businesses, residents, and community groups.

Administers and enhances HR systems including Cornerstone OnDemand, UKG, TalentGuard, LMS, CMS, and HRIS platforms. Troubleshoots issues, manages permissions, audits records, develops reports and automated functions, supports system implementations, coordinates with IT and vendors, ensures data privacy compliance, and creates user documentation and training. Provides technical support and recommendations for process improvements across Human Resources.

Leads right-of-way activities for transit infrastructure projects, ensuring property rights support design, construction, operations, and maintenance. Oversees consultants, property acquisition documentation, civil certifications, appraisals, right-of-entry processes, leases, and agency standards. Provides technical guidance, reviews project deliverables, supports acquisition planning, and represents right-of-way interests in negotiations, mediations, trials, construction claims, and post-construction access and maintenance matters.

Leads the design delivery of transit capital projects, coordinating multidisciplinary design teams, consultants, agency departments, stakeholders, and third parties. Manages design scopes, contracts, schedules, budgets, reviews, permits, risk, construction support, and resolution of technical issues. Supervises and develops staff, ensures regulatory and policy compliance, supports public and executive communications, and represents the agency in project and professional forums.

Design and govern secure, scalable Azure-based enterprise solutions. Lead architectural reviews, coordinate cross-team integrations, drive standards and governance, mentor solution architects, support procurement and vendor reviews, and translate designs into operational deliverables while aligning technology with business strategy.

Manage and mentor in-house and on-call design consultants for small capital projects. Oversee design quality, schedules, resources, contract documents, technical reviews, cost estimating, and root cause analyses. Ensure compliance with agency standards and codes, coordinate with construction and operations, and provide senior-level engineering, signing/stamping of documents, and process improvements.

Leads design delivery for transit infrastructure projects, coordinating multidisciplinary consultant and engineering teams across stations, rail, bus, civil, structural, architectural, and systems efforts. Manages design contracts, scopes, budgets, schedules, reviews, risks, permits, stakeholder coordination, construction support, and design-related changes. Supervises and develops staff, resolves technical issues, prepares executive reports, supports negotiations, and ensures compliance with applicable regulations, agency policies, safety requirements, and sustainability goals.

Serve as Sound Transit’s principal advisor and liaison to Puget Sound and Pacific Northwest Tribal Governments. Provide strategic leadership, develop and implement tribal engagement and consultation protocols, support negotiations and partnerships, coordinate across agency teams on planning, permitting, and project delivery, and deliver training and guidance to increase organizational understanding of tribal sovereignty and cultural considerations.

Oversee and audit contracted security operations, conduct physical inspections, track certifications, review post orders and training, support incident response and special events, recommend policy and procedural improvements, and coordinate with agency, law enforcement, and contractors to ensure transit system safety.

Serve as technical expert for project controls on assigned projects: develop and maintain WBS and account coding, administer contracts, process invoices and change orders, run earned value analysis, track and forecast costs, support baselining and phase-gate processes, produce variance reports, and train staff on project control policies and financial systems. Coordinate with project managers, consultants, and finance to ensure accurate reporting and compliance.

Manage and lead the Transit Systems Engineering unit to provide systems integration, technical support, and lifecycle engineering for transit systems (vehicles, communications, control, CCTV, fare collection). Oversee staff, review contract deliverables, support expansion projects and testing, approve standards deviations, drive process improvements, and manage budgets and workforce development.

Lead a team to develop and govern document control, records management, and metadata standards across SharePoint, Kahua, and Microsoft 365. Oversee lifecycle governance, compliance with public records laws, workflow automation, system integration, KPIs, audits, and interdepartmental training to ensure information integrity and operational efficiency.

Provide senior engineering support for traction electrification systems for light rail maintenance facilities, including design review, system integration, installation, commissioning, reliability improvements, safety and grounding analyses, SCADA integration, and construction/operations support. Serve as project contact, prepare reports, support testing/commissioning, and collaborate across teams to ensure compliance with codes and performance requirements.

Provide senior systems engineering and technical leadership for Operations Technology (OT) at rail maintenance facilities, including SCADA, industrial controls, TPSS, communications, access control, BMS, commissioning, integration, troubleshooting, and design support. Mentor staff and coordinate with contractors, operations, and stakeholders to ensure reliable system performance and cybersecurity.

Lead and direct design development for major transit capital projects (light rail, commuter rail, O&M facilities, BRT). Manage multidisciplinary design teams and consultants, ensure compliance with design criteria, FTA and safety requirements, oversee budgets and schedules, coordinate with stakeholders and jurisdictions, support public outreach, and provide executive briefings and construction support.

Lead system planning and operational integration for transit expansion. Develop strategic plans (SIM, RFMP, ConOps), align operational requirements with capital programs, manage budgets and staff, coordinate cross-functional and external stakeholders, assess total cost of ownership, and ensure compliance with transit regulations and best practices to support future service delivery.
