Provides executive leadership and accountability for Sound Transit’s Series 3 light rail vehicle program, overseeing procurement, design, manufacturing, testing, commissioning, acceptance, operational readiness, integration, budgets, schedules, contracts, suppliers, risk, quality, and safety. The role requires collaboration with partner agencies and customers while ensuring compliance with accounting policies and ORCA system rules.

Serves as the subject matter expert for employee relations involving represented and non-represented employees. Conducts impartial workplace fact-finding, investigations, interviews, risk assessments, and documentation; advises leaders and HR partners on performance, discipline, policy interpretation, and conflict resolution. Leads mediation and alternative dispute resolution, develops employee relations programs and training, identifies systemic trends, and partners with Legal, Labor Relations, and equity stakeholders to ensure equitable, consistent, and legally compliant workplace practices.

Leads passenger access programs for transit, including parking, loading, and bike and scooter parking services. Manages vendors, contracts, budgets, data, compliance, facility inspections, and interdepartmental projects. Coordinates with agencies, contractors, communities, and internal teams; evaluates performance and recommends service, pricing, and facility improvements. Prepares reports, presentations, procedures, and board communications while ensuring regulatory compliance, equity, safety, and effective program delivery.

Leads Sound Transit’s agency-wide policy and strategic planning programs within the Office of the CEO. Advises executives, facilitates cross-functional teams, manages complex project portfolios, develops and implements policies and procedures, and oversees strategic priorities. The role also prepares executive reports, manages governance tools and documentation, delivers training, and coordinates Board and executive initiatives in a hybrid work environment.

Administers, monitors, maintains, and supports complex enterprise systems and applications. Performs requirements analysis, system design, integrations, upgrades, testing, troubleshooting, documentation, vendor coordination, licensing and budget tracking, and Level 2 support. Develops test scripts and technical manuals, monitors system performance, resolves application issues, and assists with systems administration and business technology support.

Leads civil engineering design delivery for the West Seattle Link Extension and other transit projects. Manages multidisciplinary consultant teams, engineering contracts, budgets, schedules, permits, risk assessments, design reviews, construction support, and change management. Coordinates with agency departments, contractors, utilities, jurisdictions, and third parties. Supervises staff, supports workforce planning, presents technical recommendations to executive and Board leadership, and ensures compliance with applicable laws, policies, safety requirements, and quality standards.

Leads Sound Transit’s Office of Planning and Development, directing long-range and high-capacity transit planning, system integration, fares policy, sustainability, budgets, workforce management, and regional partnerships. Advises executive leadership and the Board, coordinates cross-departmental initiatives, represents the agency with public and governmental stakeholders, and oversees planning recommendations, work plans, performance, compliance, and staff development.

Leads a three-year, large-scale Maximo EAM implementation for a regional transit agency. Manages project scope, schedule, budget, risks, vendors, integrations, data migration, testing, deployment, security, and stabilization. Coordinates IT, business transformation, system integrators, enterprise architecture, infrastructure, security, and organizational change teams. Oversees stakeholder communications, governance, contract performance, quality assurance, compliance, executive reporting, and transition to ongoing operations.

Leads a three-year Oracle ERP implementation for a regional transit agency. Manages system integrators, project scope, schedule, budget, risks, integrations, data migration, testing, deployment, security, compliance, and stabilization. Coordinates IT, business transformation, vendors, and organizational change teams while briefing executives and overseeing technical delivery across finance, procurement, supply chain, human capital, and asset functions.

Leads multidisciplinary design delivery for transit system renewal and commuter rail projects. Manages technical teams, design consultants, contracts, budgets, schedules, design reviews, permits, construction support, and risk resolution. Coordinates with operations, engineering, architecture, planning, safety, IT, agencies, utilities, contractors, and community stakeholders. Leads planning, design, environmental review, stakeholder engagement, budgeting, scheduling, and preliminary engineering for an assigned high-capacity transit corridor. Supports planning, design, and construction phases of capital transit projects. Coordinates project documentation, schedules, budgets, contracts, consultants, contractors, agency departments, public outreach, meetings, technical analyses, reports, signage projects, and construction activities. Monitors project controls, expenditures, submittals, and compliance while communicating with public agencies, elected officials, businesses, residents, and community groups.

Design and govern secure, scalable Azure-based enterprise solutions. Lead architectural reviews, coordinate cross-team integrations, drive standards and governance, mentor solution architects, support procurement and vendor reviews, and translate designs into operational deliverables while aligning technology with business strategy.

Lead a team to develop and govern document control, records management, and metadata standards across SharePoint, Kahua, and Microsoft 365. Oversee lifecycle governance, compliance with public records laws, workflow automation, system integration, KPIs, audits, and interdepartmental training to ensure information integrity and operational efficiency.

Provide senior systems engineering and technical leadership for Operations Technology (OT) at rail maintenance facilities, including SCADA, industrial controls, TPSS, communications, access control, BMS, commissioning, integration, troubleshooting, and design support. Mentor staff and coordinate with contractors, operations, and stakeholders to ensure reliable system performance and cybersecurity.
