Teams at Sound Transit

Leads the IT Project Portfolio Management Office, overseeing enterprise portfolio, program, and project management, quality assurance, governance, controls, and reporting. Establishes delivery standards across waterfall, agile, and hybrid methodologies; aligns technology investments with agency strategy; manages prioritization, resourcing, risks, budgets, and performance metrics; and develops staff and strategic partnerships across the agency.

Leads the design delivery of transit capital projects, coordinating multidisciplinary design teams, consultants, agency departments, stakeholders, and third parties. Manages design scopes, contracts, schedules, budgets, reviews, permits, risk, construction support, and resolution of technical issues. Supervises and develops staff, ensures regulatory and policy compliance, supports public and executive communications, and represents the agency in project and professional forums.

Provides executive leadership and accountability for Sound Transit’s Series 3 light rail vehicle program, overseeing procurement, design, manufacturing, testing, commissioning, acceptance, operational readiness, integration, budgets, schedules, contracts, suppliers, risk, quality, and safety. Leads multidisciplinary teams and coordinates with manufacturers, regulators, transit agencies, and internal departments. Develops fleet strategies, capital budgets, governance reports, business cases, and mitigation plans while ensuring successful transition to revenue service and alignment with long-term asset management and service expansion objectives.
