Lead end-to-end procurement and contract functions including preparing, issuing, awarding, administering, and closing complex contracts (technology, services, small construction). Advise project teams on procurement strategy, ensure compliance with state/federal and FTA requirements, perform cost/price analysis, negotiate terms and change orders, resolve disputes, and mentor junior staff.

Manage day-to-day coordination of the agency standards and compliance program. Organize and maintain regulatory documentation, track action items and deliverables, develop trackers/reports/dashboards, support audit readiness, coordinate trainings, and communicate requirements clearly across teams to ensure FTA compliance and program visibility.

Builds and manages a portfolio of intergovernmental agreements, creates dashboards and workflows, tracks performance and risks, advises staff and partners on negotiation and implementation strategy, aligns agreements to agency policy, and recommends process improvements across the intergovernmental partnering program.
