The role requires expertise with competitive and sole-source contracts, FAR-based procurement, fixed-price, cost-reimbursement, and IDIQ contracts, plus price and cost analysis.

Provides programmatic, technical, statistical, and scientific advisory support to BARDA medical countermeasure programs. Designs and architects IVR solutions for large government programs, including call flows, scripts, dialogues, telephony and backend integrations. Collaborates with stakeholders and technical teams, leads implementation, conducts code reviews, troubleshoots issues, and ensures quality standards. Provides technical leadership, mentors junior staff, and stays current with IVR technologies. Requires substantial IVR, telephony, voice application development, programming, and platform experience.

Leads complex federal IT systems projects involving servers, cloud and geospatial infrastructure.
