Lead and support business development efforts including opportunity tracking, capture planning, proposal development and submission. Serve as capture or proposal manager/coordinator, coordinate pricing and staffing, ensure compliance, manage partner relationships, conduct outreach and capture research, and lead special BD initiatives and departmental strategy tasks.

Lead full-cycle recruitment for quick-turn project and corporate roles: craft ads, source and shortlist candidates, interview, check references, verify credentials, draft offers and negotiate. Guide hiring managers on policies, support candidate selection, and improve recruiting processes and training.

Lead capture and proposal efforts for large international development opportunities: manage capture planning, draft proposal sections, coordinate partners and consultants, lead review teams, supervise 1-2 BD staff, support recruiting and logistics, and drive business development outreach and special initiatives aligned with departmental strategy.

Lead billing operations including project setup in Microsoft SL, process complex invoices, maintain billing and backlog reports, reconcile AR/unbilled balances to the GL, coordinate with program staff, supervise the Billing Clerk, and ensure timely closeouts and quarterly finance reporting.

Serve as the companys primary financial officer overseeing finance and accounting functions, budgeting, forecasting, financial reporting, compliance (FAR/AIDAR), audits, indirect cost submissions, and relationships with donors, auditors, and banks. Lead finance team, supervise Controller and compliance manager, implement financial systems, and support strategic business decisions and growth.

Lead contracts and pricing for international development proposals and awards: review solicitations, develop and peer-review budgets and pricing, prepare task-order budgets and modifications, support award negotiations and contract administration, issue consultant/subcontracts, manage client correspondence and reporting, train and mentor junior staff, and serve as alternate POC for debarment/terrorism checking software.
