Lead architecture and technical vision to merge and modernize CMS systems on AWS. Design modular, containerized, IaC-driven platforms with CI/CD, observability, disaster recovery, and LLM/automation capabilities. Guide migrations, apply modern patterns (strangler-fig), translate stakeholder needs, and provide technical leadership and mentorship to engineering teams.

Operate and tune AWS environments to meet SLAs, build observability and alerts, automate infrastructure with IaC and CI/CD, define SLIs/SLOs, support security/compliance within a FISMA Moderate boundary, design resilience and DR plans, and own incident response and post-mortems.

Design, deploy, and operate secure, cost‑efficient AWS environments. Build AI/ML-ready infrastructure, enforce security and compliance (FISMA/RMF), implement HA and disaster recovery, manage multi‑tenant isolation, automate with IaC, monitor and optimize performance and cloud costs.

Lead end-to-end data science experiments on messy federal and private data: run EDAs, graph analytics and GNNs, perform probabilistic entity resolution, apply LLM-based NER, train interpretable classifiers and anomaly detectors, document reproducible pipelines, and present rigorous, statistically sound findings to operational stakeholders.

Design, build, test, deploy, and monitor scalable software systems. Own CI/CD pipelines, IaC, containerization, automated test suites, security gates, and performance tuning while collaborating with design and stakeholders.

Author clear, compliant, and persuasive federal proposals (RFPs, RFQs), RFIs and sources-sought, collaborating with capture, BD, SMEs, and pricing to build win themes, compliance matrices, and review processes while using AI tools and tracking FAR/DFARS and other regulations.

Conduct user research and testing, create personas, journeys, and IA; design wireframes and prototypes in Figma; build production-ready, responsive, accessible front-end components in React (HTML/CSS/JS); champion USWDS and federal accessibility standards; create data visualizations and dashboards; instrument analytics and iterate based on usability and metrics.
