Lead technical delivery of traffic engineering projects including impact studies, signal design, corridor and safety evaluations. Coordinate with PennDOT and stakeholders, prepare plans/reports, mentor junior staff, support proposals and maintain compliance with MUTCD/AASHTO standards.

Prepare air permitting applications, compliance reports, emissions inventories, and dispersion modeling. Interpret federal/state/local air regulations, conduct site inspections/data collection, coordinate with teams and regulators, and support environmental assessments and deliverables.
